Assistant Contract Manager (Cost and Contract)

With an increasing pipeline of existing developments and new launches, there is a growing need for experienced professionals to manage contractual matters. Enhancing the team’s capabilities in tender management, contract administration, variation orders, and final account settlements is essential to ensure projects are delivered efficiently and in a cost-effective manner.

JOB SKILLS AND COMPETENCIES

Manage the tender process for both upcoming and ongoing projects, including preparation of tender documents, evaluation of submissions, and assistance in contract negotiations.

Evaluate, negotiate, and process variation orders to manage cost implications and ensure effective budget control.

Conduct market research and rate analysis to maintain an up-to-date database of construction costs for future tenders and budgeting purposes.

Oversee the closing of the final account for Taman Arowana Phase 1B1, ensuring accuracy and compliance with contractual requirements.

Prepare and review Bills of Quantities (BQ), specifications, and contract documents to ensure accuracy and compliance with project requirements.

Coordinate with consultants, contractors, and internal project teams on cost-related matters throughout the project lifecycle.

Monitor project costs against approved budgets and provide regular cost reports highlighting variances and potential risks.

Assess contractors’ claims, progress payments, and final claims in accordance with contract terms.

Assist in value engineering exercises to optimize project costs without compromising quality or design intent.

Support project teams during pre-contract and post-contract stages, including tender clarifications and contract administration matters.

Identify potential cost risks and recommend mitigation strategies to maintain financial control of projects.

Ensure proper documentation and record-keeping for all cost, tender, and contract-related activities.

Qualifications & Experience

Bachelor’s Degree in Quantity Surveying, Construction Management, or a related discipline from a recognized institution.

Minimum of 7 years of relevant working experience, preferably gained with Quantity Surveying consultancy firms and/or property developers, with exposure to both pre-contract and post-contract functions.

Proven track record working in Quantity Surveying consultancy environments, demonstrating strong technical competency in cost management and contract administration.

Technical & Professional Competencies

Strong knowledge of post-contract administration, including evaluation and negotiation of variation orders, interim progress claims, and final account closing in accordance with contractual provisions.

Sound understanding of construction contracts, standard forms of contract, and claims procedures.

Well-versed in construction market rates, with the ability to carry out rate analysis, cost comparison, and benchmarking to support tender evaluation and budgeting exercises.

Experience in tender documentation preparation, tender evaluation, and recommendation reporting.

Ability to manage project costs, monitor budget performance, and provide accurate cost forecasts and financial reports.

Personal & Work Skills

Strong analytical and negotiation skills with attention to detail.

Good communication and coordination skills to liaise effectively with consultants, contractors, and internal project teams.

Ability to work independently and manage multiple projects under tight timelines.

Proficient in relevant software such as Excel, cost management tools, and basic project documentation systems.
