This position has responsibility for performing all country of origin and preferential free trade agreements evaluation and maintaining compliance data in SAP GTS. Duties also include but are not limited to preparing Customs binding rulings, identifying and recommending new global trade processes and procedures, and understanding global trade system interfaces and capabilities. This position has responsibility for evaluation for Free Trade Agreements, as well as country of origin determination. Duties also include, but are not limited to, maintaining Hersheys Global Trade System and other databases to comply with Global Trade Compliance regulations, in addition to providing updated FTA Certificates.

• Responsible for the determination, system maintenance and record keeping needed to support Hershey’s products for all relevant Free Trade Agreements. Tasks include but are not limited to pricing reviews, cost analysis sheet creation, review and submission, liaison with MITI as required for approval process, and coordinate with functional areas to monitor sourcing changes. Periodic review of standard cost fluctuation to determine adherence to rules of origin thresholds.
• Maintenance of all records, data integrity and supporting documentation to ensure Hershey can support FTA claims.
• Research Hershey item ingredient composition and sourcing to determine Country of Origin based on applicable Rules of Origin. This requires an in-depth understanding of regulations as well as the specific methods (RVC, Tariff Shift and De minimis) to determine Country of Origin. This also requires coordination and information gathering across a variety of corporate functional areas including commodities, co-manufacturing, R&D, QRC, and others. Prepare Monthly Metrics for CAS.
• Maintenance of data manual and electronic records for Special Programs, Country of origin through Hershey’s Global Trade System/manual tracking, and other databases. Maintain Special Programs Matrix. This includes record keeping and audit of FTA Certificates issued by suppliers. FTA qualification mechanism.
• Oversee daily and monthly review/audit of documents related to FTA Ensure submission to relevant authorities. Work with appropriate functional areas to ensure purchases and shipments are being properly recorded. Support import/export personnel with any other regulatory trade compliance support related.
• Check and maintain the long-term vendor declaration in system and manual (LTVD), verification of the vendor document validity & accuracy. Communicate back with buyers/planner & also external party in case any clarification and discrepancy notices.
• Evaluate, Monitor & Document Customs Broker's compliance. (Broker KPI for Compliance) for UAE & UK market shipment.
• Monitor export shipment and follow up for customs form, final bill of lading/ transport documents and other required documents for the certificate of origin application based on each shipment level. Tasks included but not limited to submitting the online application on MITI portal, sharing the COO approval to customer & agent, reply query from the related stakeholder to rectify the concern raise.
• Help Resolve MITI Issues and Internal Inquiries from stakeholders.
• Communicate & follow the cost information with finance.
• IS Issue Resolution – SAP/GTS & S4 Hana related to CAS & COO.

• Degree in International Trade, Logistics/Business or equivalent experience.

• Advanced technical knowledge of Free Trade Agreements utilized in Asia market, rules of origin and methods for determination.
• Experience working in a Free Industrial Zone or Licensed Manufacture Warehouse.
