Job description

The Logistics & Shipping Officer (LSO) is responsible for end-to-end logistics, shipping, terminal operations, and regulatory compliance to ensure the safe, efficient, and compliant movement of feedstock and products across inbound and outbound operations.

This role manages operational execution for imports/exports, tank to tank transfers (TTT), weighbridge activities, and cargo documentation, including coordination of quantity and quality control requirements. The LSO works closely with internal and external stakeholders such as port/terminal operators, ship agents, surveyors, laboratories, Customs, MPOB, KPK, and other relevant authorities to ensure smooth clearance, accurate reporting, and operational readiness.

The LSO also supports business continuity by ensuring strong compliance with customs regulations, import/export procedures, and safety/environmental standards, including operations at bonded terminals/free trade zones and handling of regulated or hazardous materials where applicable. The position contributes to operational excellence through risk identification, cost awareness, documentation accuracy, and problem-solving, ensuring timely and reliable execution aligned with quality, safety, and cost objectives.

Job Responsibilities:

1. Customs Compliance and Documentation Management

  • Ensure all import and export shipments are compliant with customs regulations, including handling documents such as bills of lading, shipping manifests, and Certificates of Origin (COO).
  • Prepare and manage all necessary customs documentation, including submitting MPOB, DOSM, and Customs reports, as required.
  • Collaborate with customs officials, port authorities, and other regulatory bodies to address any compliance issues and resolve them promptly.
  • Ensure accuracy and completeness of export/import submission for bonded terminal/FTZ operations (where applicable), including reconciliation of shipment volume/weight figures, HS codes, and shipment reference numbers.
  • Support documentation alignment for intercompany transactions (ECMY–ECSG/ECHK) to ensure smooth trade compliance and audit readiness.

2. Coordination with Stakeholders

  • Work closely with port authorities, customs officials, and agencies(e.g Jabatan Kimia, MPOB) for smooth handling and clearance of shipment.
  • Coordinate with internal teams, including Production and Supply Chain, to ensure logistics and shipping activities align with production schedules and business needs.
  • Serve as a liaison with forwarding agents, shipping liners, and surveyors to oversee all logistics operations and ensure adherence to contract requirements.
  • Coordinate terminal/vessel operation execution with Loading Master / jetty / tank farm teams to ensure safe operation readiness (line‑up, communication system, equipment readiness, permits, and safety compliance).
  • Coordinate with laboratories and surveyors for sampling, testing, and cargo certification requirements for both inbound and outbound shipments.

3. Inventory and Logistics System Management

  • Maintain data accuracy in Logistic Software, shipment tracking, cost and document.
  • Ensure timely updating of operation records including weighbridge receipts, truck movement logs, and shipment completion summaries for internal reporting and traceability.
  • Monitor Assistant Logistic & Shipping Officer for filing system (softcopy/hardcopy) for all shipment documents to support audit readiness and operational continuity.
  • Monitor and control logistics costs by assessing shipping charges, customs duties, port charges, and storage fees in third party terminals and bonded terminals.
  • Support cost verification by cross checking invoices against agreed tariff/contract terms, including terminal charges, surveyor fees, pilotage, and port disbursement.

4. Risk Assessment and Cost Management

  • Evaluate and manage risks associated with logistics and shipping costs, including analyzing and mitigating potential cost drivers.
  • Monitor and control logistics costs by assessing shipping charges, customs duties, port charges, and storage fees in third party terminals and bonded terminals.
  • Support cost verification by cross checking invoices against agreed tariff/contract terms, including terminal charges, surveyor fees, pilotage, and port disbursement.
  • Escalate potential cost exposure early (e.g., demurrage/detention risks, vessel delays, terminal constraints) and propose mitigation actions.

5. Quality and Safety Standards Compliance

  • Oversee the safety and environmental compliance of all logistics activities, including those related to hazardous materials handling, import/export controls, and transport safety.
  • Monitor and analyze Q88 forms, pilot booking procedures, and port safety requirements to ensure that all shipments comply with safety protocols.
  • Ensure cargo integrity requirements are met during vessel operations including sampling readiness, sealing control, and prevention of contamination/mixing risks.
  • Support HSSE implementation during operations (toolbox meeting, PTW compliance, PPE requirements, and emergency preparedness during loading/discharging).

6. Troubleshooting and Problem Resolution

  • Serve as the primary contact for resolving logistic challenges, disruptions, and unexpected issues.
  • Manage complex situations diplomatically, utilizing strong time management and route planning to minimize delays and improve efficiency in logistic operation.
  • Lead immediate coordination and recovery actions during operation deviation (documentation issues, port/terminal delay, equipment failure, cargo variance issue), ensuring operations resume safely with minimal downtime.

7. Training and Development

  • Stay updated on changes in customs regulations, logistics software advancements, and industry best practices, ensuring continuous improvement in logistics operations.
  • Support internal coaching and knowledge sharing within the team (shipment documentation, terminal operations, MPOB reporting, and basic cargo calculation understanding).

8. Terminal & Vessel Operation Support

  • Coordinate end to end terminal execution for vessel operations including register into TLPT tradegate way system, pre berth readiness, loading/discharging monitoring, and post operation reporting.
  • Coordinate with surveyors for quantity/quality certification and ensure alignment between shore and ship figures to reduce operational disputes and claims.
Job Requirements:
  • Diploma in Supply Chain Management, Logistics, or related field with a minimum of 8 years’ experience, OR 10 years of relevant experience with professional certification in logistics, shipping and supply chain operations.
  • Loading Master certificate or experience, would be an added advantage.
  • In-depth knowledge of customs procedures, import/export documentation, MPOB requirements, and regulatory compliance.
  • Strong organizational abilities, adept at managing multiple shipments, documentation, and scheduling.
  • Proficiency in handling hazardous materials, including storage, inventory management, and transport preparation.
  • Excellent problem‑solving skills for logistics and inventory management challenges.
  • Familiarity with port safety and environmental regulations, with effective time‑management skills to meet strict deadlines.
  • Comprehensive understanding of inland logistics processes, route planning, and safety protocols for both road and sea transport.
  • Skilled in logistics and shipping software for planning, tracking, and cost management.
  • Experience coordinating with port authorities, customs officials, and inspection bodies (e.g., MPOB, KKM).
  • Diplomacy in resolving complex situations with minimal impact on logistics operations.
  • Familiarity with Q88 form assessments, pilot booking, and port entry requirements.
  • Experienced in operations within free trade zones (FTZs) and bonded terminals.
  • Certifications in loading master duties, MPOB, logistics, hazardous materials handling, or supply chain management are advantageous.
  • The Logistic & Shipping Officer typically works in the weighbridge office, storage area and ocean vessel of the bio‑refinery. May be required to work on shift, weekends, or holidays depending on operational needs.
  • Must be able to work in a potentially hazardous environment and adhere to safety protocols.
  • May require occasional travel for supplier visits or training.
Applicants may come from either track below:
  • I) Track A – Terminal / Loading Master Background: Terminal operations / customer service / jetty / tank farm / weighbridge operation exposure.
  • II) Track B – Marine Surveyor Background: Cargo/quantity surveyor, measurement, sampling, quality control, and onboard documentation exposure.
Certification Advantage (preferred, not mandatory):
  • I) Loading Master certificate / vessel cargo operation training (Track A)
  • II) MPOB Surveyor course/certification (strong advantage for Track B)
  • III) IMDG / Dangerous Goods awareness, tank terminal safety, cargo calculation training (added advantage)
