1. General Administration and Office Operations:
Ø Lead and oversee daily administrative operations of the department.
Ø Coordinate internal and external activities and maintain positive relationships between department.
Ø Managing Official Visits and Protocol Arrangements from HQ.
Ø Supervise and maintain order in management offices and office environments, ensure adherence to rules, and promote energy saving.
Ø Assist with processing documents and instructions from superiors to ensure timely and effective implementation.
Ø Organize and coordinate meetings, training sessions, and other events; lead preparation and services for official meetings.
Ø Manage project office assets, review and verify office purchase.
Ø Review annual budgets for office administration, hospitality, and other administrative expenses.
Ø Identify problems in administrative processes and optimize workflows for improved efficiency.
2. Document and Communication Management:
Ø Oversee the handling of all incoming and outgoing documents, correspondence, records, and official seals within the project office.
Ø Review administrative documents, reports, and meeting materials; supervise document issuance processes and standards.
Ø Oversee document handling, archiving, and confidentiality work.
Ø Prepare key official documents and record minutes for project office meetings.
Ø Oversee the use, verification, and secure storage of company seals and official certification documents.
3. Public Relations and External Coordination:
Ø Communicate project instructions and feedback effectively to relative parties.
Ø Coordinate and foster relationships among internal departments to ensure smooth collaboration.
Ø Maintain open communication channels with senior management and higher authorities.
Ø Assist in managing and maintaining contact with clients and local government agencies.
Ø Organize regular project meetings, gather departmental reports, and promote seamless interdepartmental communication.
4. Admin Support Services:
Ø Oversee and ensure the safety of all company drivers, vehicle, and transportation arrangement operations.
Ø Supervise the management of site administration tasks and cafeterias management.
Ø Monitor staff accommodation and ensure to maintain proper standards.
Ø Guide all the admin staffs on correct reimbursement procedures and promote compliance with policies.
5.Human Resource Management:
Ø Plan and organizeproject recruitment needs by gathering manpower requisition requirements and initiating timely hiring processes.
Ø Manage China employees working permit, including new applications, renewals, cancellations, expatriate quota applications and airport immigration clearance and pickups.
Ø Handle tax-related matters for China employees, such as apply tax identification numbers, SOCSO contributions, tax clearance, and medical insurance.
Ø Oversee employee leave, attendance , and performance evaluations.
Ø Prepare and process salaries for China employees; supervise salary calculation for local staff and manage related payments for income tax, sosco, epf and hrdf.
Ø Supervise staff training by developing annual training plans, organizing training sessions, and maintaining training records.
Ø Manage on-boarding, transfers, resignations, contract signing procedures.Maintain and regularly update Management and manager personnel files and data.
Ø Address and resolve labor disputes effectively.
Ø Assist with the evaluation of China employees’ professional certifications and ensure alignment with their assigned job titles.
Ø Establish and maintain communication channels with headquarters and the project HR department to stay updated on new policies and notifications.
Ø Review departmental annual work plans and oversee executionof related tasks.
Ø Provide guidance to subordinates on tasks assign and monitortheir performance.
Supervise the implementation of Quality, Occupational Health & Safety, and Environmental Management systems and compliance with related regulations.
Require at least 3 years experience in administrative and hr role.
Good communication, problem-solving skills, logical thinking.
A team-player, people-oriented attitude.
Proficient in Microsoft Excel, Words.
Able to start in a short-period (added advantage).
