Overview
Amentum is seeking a Construction Surveillance Technician (CST) to support a new program in the United Kingdom. The CST is responsible for monitoring and observing construction workers to preclude the introduction of electronic, electrical, mechanical, or other types of hostile surveillance devices and to practice OPSEC/INFOSEC for the construction project into final completion.
Responsibilities
- Implement all aspects of physical, personnel, technical, administrative, and procedural security to fully comply with ICD 705 and the Construction Security Plan (CSP).
- Ensure the requirements contained within ICD/ICS 705 are implemented and advise the CST-TL of compliance.
- Conduct construction security administrative functions and oversee construction surveillance operations.
- Document security infractions and violations that deviate from the CSP and notify the CST-TL.
- Provide expertise on construction and technical surveillance.
- Work with the SSM Team to maintain, verify, and validate the list of all workers on the project and include this list in the final SWA accreditation package.
- Compile CST documentation records for review and approval by the CST-TL on a monthly basis.
- Monitor the activities of all foreign national construction workers and personnel on the Secure Construction Site (SCS) at all times.
- Document the construction activities of all persons on the SCS, specifically for identified SWAs and other construction activities as identified by the CSP or SSM Team.
- Perform in-depth inspections of construction materials, tools, and equipment before and after use/installation to ensure items are free of tampering and identify anomalies. Inspections may involve specialized equipment such as the Non-Linear Junction Detector (NLJD) and X-ray machine.
- Identify and document anomalies and variances in finished construction work against official project construction plans and ICD/ICS requirements.
- Perform and support access control functions, including personnel and bag searches, to prevent entry of unauthorized persons, materials, and equipment as necessary.
- Carry out opening and closing procedures of the SCS daily as directed by the SSM Team and applicable security procedures for each facility under construction.
- Document security incidents on the SCS.
- Maintain CST documentation records and daily logs for an ICD-705 project.
- Identify anomalies and variances in finished construction work against official project construction plans.
- Conduct vehicle search techniques and general security procedures as applicable.
- Understand and can assess construction terminology, procedures, and practices.
- Identify potential IEDs and understand static security techniques and procedures.
- Report suspicious behavior and maintain working knowledge of construction safety.
Requirements
- Able to stand for 8–12 hours per day.
- Able to walk for 8–12 hours per day with breaks as needed every 3 hours.
- Able to walk on uneven surfaces and navigate an active construction site with debris and trip hazards.
- Must be able to climb 5 flights of stairs multiple times within an 8–12 hour shift.
- Must be able to make logical, mentally competent, and safe decisions on a construction site.
- Must be able to lift 50 lbs (approximately 23 kg).
- CST Certification course (40 hrs) within the last 5 years.
- OSHA Safety Course (30 hrs) or ability to complete within 30 days of hire.
- Demonstrable knowledge of ICD-705 and applicable SCIF/SAPF standards.
- Two (2) years of recent experience as a CST on a Chapter 4 ICD-705 project.
- Current UK NATO work visa or ability to obtain UK NATO work visa within 90 days of hire.
- Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) indoctrination.
Desired Experience/Training
- Site Security Manager Certification Course (20 hrs).
- Cleared American Guard Certification Course (20 hrs).
- Experience on ICD-705 projects in the United Kingdom within the last 5 years.
