BACKGROUND

Purpose of Activity/Assignment: We are seeking to recruit an expert to provide technical advice on EOF’s programs at all phases throughout the program cycle.

Scope of Work: As Program Management Consultant, you will provide technical advice and guidance on the scoping, design and launch of EOF’s programs. The consultant will be supervised by the EOF’s Program Manager and collaborate with all members of EOF’s central team.

Terms of Reference / Deliverables

  1. Design and facilitate four learning sessions of 60-90 minutes each for EOF’s team on lessons-learned from the design of programmes. Deliverable 1: four learning sessions for EOF’s team designed and facilitated by 31 December 2025 to 30 June 2026.
  2. In consultation with EOF’s leadership team, draft narrative reports for donors. Incorporate feedback from EOF’s technical program and partnerships team. Deliverable 2: At least 10 narrative reports (each 5–10-page) for donors on EOF’s programs by 30 September 2025 to 30 June 2026.
  3. Draft and finalize a concept development report for one of EOF’s programs, including but not limited to: political economy and sector analysis, theory of change, stakeholder analysis and engagement plans. Deliverable 3: Concept development report finalized by 31 January 2026.
  4. In consultation with EOF’s Programme Manager, finalize the program design for one of EOF’s programs. Topics will include but not be limited to: RBF (Results Based Financing) mechanism design, procurement plans, materials for technical working groups and stakeholder meetings. Incorporate feedback from EOF’s program and partnerships team. Deliverable 4: Finalized program document (estimated 50-60 pages) by 30 June 2026.
  5. Executive summaries drafted for EOF’s Program Manager with associated documentation (program workplan, risk register, and decision log) also updated ahead of the executive summaries being finalized. Deliverable 5: Program workplan, risk register, and decision log related to program implementation for one of EOF’s programs (updated documents and executive summaries of 5-10 pages written for EOF’s Program Manager) by 31 October 2025, 31 December 2025, and 30 June 2026.

Travel: Estimated three mission travels in total, each estimated 8 working days.

Qualifications

  1. (1) Education - An advanced degree is required (Masters or above) in political science, economics, finance, business, education, international development, or a related field. A Bachelor degree with an additional 2 years’ relevant experience may be accepted in lieu of Master degree.
  2. (2) Knowledge/Expertise/Skills required:
  • Required: A minimum of 5 years of professional experience in a relevant area. This includes education, international development, public policy, think-tanks, charity, or management consulting.
  • Experience in programme management, preferably in an international development or global education context.
  • Fluency in English.
  • Desirable: Experience with innovative finance, particularly the design and implementation of outcomes funds.
  • Experience with basic education, early childhood care and education (ECCE) or skills-for-employment.
  • Experience working in one or more of EOF’s programme countries (Ghana, Sierra Leone, Nigeria, Rwanda, South Africa, and Tunisia).
  • Experience in evaluation design or management.
  • Fluency in French, Arabic or Spanish.

Requirements:

  • Completed profile in UNICEF's e-Recruitment system.
  • Upload copy of academic credentials.
  • Financial proposal that will include/reflect: the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference, travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR, any other estimated costs: visa, health insurance, and living costs as applicable, and indicate your availability.

Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage. Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information: With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work.
