The post-holder will support the Monitoring, Evaluation and Learning (MEL) team to provide quality, and timely MEL support to the Global Operations (GO) Division. The MEL team collaborates closely with Global Programmes and Global Strategy teams towards effective delivery of programmes, including those funded through Official Development Assistance (ODA), business-as-usual operations, and grant-in-aid resources. The MEL team's work also contrinutes to building a strong evidence base on the effectiveness of these programme including their contributing to public health security and alignment with good value-for money (VfM) principles.
In addition, the post-holder will support the design and delivery of internal reporting tools, dashboards, and data analysis products to inform decision-making, track operational progress, and strengthen the integration of MEL evidence across UKHSA’s internal governance systems.
The MREL team is accountable through the Monitoring and Evaluation (M&E) Steering Group, which meets monthly to oversee the strategy’s implementation. This role is dynamic and often time-sensitive, requiring both strong technical expertise and excellent interpersonal skills. The position may involve international travel of approximately 2-4 weeks per year.
The responsibilities of the post-holder will include: supporting the embedding of the MEL framework across all staff / teams; helping identify lessons from across the Directorate of relevance to stakeholders; supporting the ongoing development and capability building for relevant staff in MEL tools and systems; and providing technical support to programmes and other partners.

- Develop and maintain internal dashboards and reporting tools that enable regular tracking of programme performance, operational delivery, and organisational priorities aligned with MEL data.
- Conduct basic to intermediate data analysis (e.g., trends, visualisation, descriptive statistics) to support MEL activities, reviews, and strategic decision-making.
- Collaborate with Business Management, Finance, and Programme teams to strengthen the use of MEL data for operational planning, risk management, and organisational reporting.
- Contribute to MEL input into internal governance mechanisms, such as monthly programme performance reports, quarterly assurance meetings, or strategic reviews.

Detailed Job Description
The MEL team provides support in five key areas:
- Monitoring, Evaluation and Learning (MEL) related tools, systems and methodologies to improve the quality and availability of robust, tested evidence which harmonise across the portfolio of projects
- Capability strengthening to project staff in M&E related issues – to support the designated MREL official use MEL products within their project efficiently and effectively
- Quality assurance of external M&E products (i.e., Theory of Change, logframe, MREL plan, Annual Reviews) – work with Technical Leads to ensure all MEL related documents are relevant and fit-for-purpose
- Cross-project learning and reflection – support opportunities to learn from projects as well as relevant external stakeholders as part of the Division’s commitment to flexible, adaptive management
- Reviews and evaluations – either undertaking internal reviews (i.e., VfM or learning case studies) as well as supporting external evaluations (i.e., support and contract management of externally appointed evaluators)
- Development of reporting dashboards and visualisation tools to support internal monitoring, operational oversight, and data-informed decision-making across the Global Health Protection Directorate
- Coordination of internal reporting inputs, ensuring MEL insights are integrated into Directorate-level updates, senior leadership briefings, and other corporate requirements
The post-holder reports to the Monitoring Reporting, Evaluation and Learning Manager and plays a key role in the implementation of the Global Health Protection MEL Framework.

Person specification
Essential Criteria:
- Degree or equivalent qualification in a relevant subject (e.g. social sciences, health-related subject) or equivalent relevant experience
- In depth knowledge and practical experience of using the main tools of MEL: Theory of Change, Logframes, MREL plans, indicator development
- Experience of qualitative and / or quantitative tools, systems and methods
- Experience of developing MEL capacity of programme/project teams

Location
This role is being offered as hybrid working based at our Core HQ in London. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) working at our HQ in London (Canary Wharf).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
