Purpose and Scope:

• Responsible for leading project development activities for renewable energy projects, including pre-feasibility and feasibility studies, technical due diligence, project planning, resource assessment, cost estimation, site surveys, technical proposals, project/EPC scoping, strategy, scheduling, vendor and EPC selection, LCOE determination, budget review, and all related technical support and solutions.

Key Roles and Responsibilities:

• Identify potential sites for solar, BESS, wind, and other renewable projects; conduct feasibility studies and resource assessments.
• Analyze technical, financial, and regulatory aspects to assess project viability.
• Manage teams to efficiently perform pre-feasibility and feasibility studies, FEED, and basic design for renewable energy projects such as solar, wind, and electrical energy storage.
• Collaborate with technical, commercial, and procurement teams to lead the tender process, assess tenders for EPC contractors, OEM selection, LTSA, surveys, etc., up to contract award.
• Oversee project budgets, ensuring financial efficiency and profitability.
• Coordinate with cross-functional teams to ensure alignment and integration of project activities.
• Engage with stakeholders, including government agencies, investors, community groups, and environmental organizations.
• Facilitate communication among project participants and stakeholders.
• Promote a collaborative, high-performance work environment.
• Oversee safety requirements, including HAZOP, QRA, EIA, SPD studies, etc.
• Identify project risks and develop mitigation strategies.
• Monitor project progress, adjust plans as needed, and implement quality control measures.
• Conduct project reviews and audits; report status to senior management and stakeholders.
• Maintain comprehensive project documentation and records.
• When necessary, oversee construction, testing, and commissioning to ensure standards are met.
• Manage project handover to the execution team.
• Ensure compliance with all regulatory requirements in Singapore and other SEA countries (Philippines, Malaysia, Vietnam, etc.), including the Energy Market Authority Act, Electricity Act, and local codes.

Qualifications, Skills, and Experience:

• Bachelor’s degree in electrical engineering and PMP certification.
• Master's degree (MBA or Renewable Energy) preferred.
• Renewable energy certifications (e.g., Renewable Energy Professional) advantageous.
• 15-20 years of project management experience, with at least 10 years in renewable energy (solar, BESS, wind).
• Proficiency in wind and solar resource assessment tools (WindPRO, WAsP, Windographer, Openwind, Meteodyn WT, PVsyst), BESS sizing techniques, and software like Homer.
• Experience with LiDAR observations and accuracy verification.
• Knowledge of power system studies software (ETAP) is desirable.
• Understanding of energy markets and regulatory frameworks.
• Passion and experience in energy transition and infrastructure development.
