SUMMARY OF THE ROLE
MOH Holdings is the holding company of Singapore’s public healthcare clusters and key corporate entities. Sharing the Ministry of Health’s vision to champion a healthy nation and ensure that our people live well, live long and with peace of mind, our role is to enhance public healthcare performance by unlocking synergies and economies of scale.
The Human Resources & Talent Development Division is responsible for attracting, retaining, engaging and developing the best talent for the future of MOHH and driving key strategic HR policies for the public healthcare sector as MOH's implementation partner.
The HR Shared Services Executive is responsible for providing various HR functions, including but not limited to employee inquiries, HR administration, data management, compliance, standard operating procedures (SOPs), and vendor management. By integrating RPA, the HR Shared Services Executive can enhance operational efficiency, accuracy, and strategic decision-making, thereby significantly contributing to the organization's overall effectiveness and goal achievement.
JOB RESPONSIBILITIES
HR Shared Services Operations
- Oversee Data Management: Manage and update employee data in the HRIS to ensure information is accurate and timely for payroll processing.
- Onboarding and Offboarding: Handle processes for new hires and exiting employees.
- Process Improvement: Identify opportunities for improvement in HR processes and implement changes to enhance efficiency and accuracy.
Claims & Benefits Administration
- Claims Processing: Coordinate and process employee claims and benefits timely, handling exceptions and complex queries.
- Vendor Coordination: Review and escalate issues with vendors related to claims and benefits.
- Compliance and Reporting: Assist with regulatory submissions (e.g., WICA), and manage reimbursements through appropriate channels like the CPF portal.
Compliance and Standard Operating Procedures (SOPs)
- Regulatory Compliance: Ensure all HR processes comply with local, regional, and international labor laws and regulations.
- SOP Development: Create, maintain, and update standard operating procedures to ensure consistency and efficiency in HR operations.
- Audit Readiness: Prepare and manage documentation for internal and external audits to ensure compliance with HR policies and regulations.
Vendor Management
- Vendor Selection: Participate in the selection and evaluation of HR service vendors to ensure they meet the organization’s standards.
- Contract Management: Manage vendor contracts, including negotiating terms and ensuring compliance with agreed service levels.
- Performance Monitoring: Continuously monitor and evaluate vendor performance, addressing any issues promptly to maintain service quality.
Integration of Robotic Process Automation (RPA)
- Automate Routine Tasks: Implement RPA to automate repetitive HR tasks such as data entry, onboarding, and payroll processing, thereby improving accuracy and efficiency.
- Enhance Service Delivery: Utilize RPA to ensure timely and accurate HR service delivery, reducing manual intervention and errors.
- Cost Efficiency: Leverage RPA to reduce operational costs by minimizing the need for manual labor in routine HR tasks.
- Scalability: Implement scalable RPA solutions to handle increased volumes of HR tasks without compromising service quality.
JOB REQUIREMENTS
Education Requirements:
- Bachelor's degree in Human Resources, Business Administration, Computer Science, Information Technology or a related field.

- Good understanding of HR / payroll policies, process review, process design and systems.
- Able to understand HR end-to-end processes, and the impact of HR data entry’s accuracy on processes
- Familiar with SAP-SF and proficient in Microsoft Office applications (especially Excel & Powerpoint)
- Meticulous, able to handle large volume of data on spreadsheet with due care and prioritize tasks
- Knowledge of RPA technologies and tools, such as UiPath, Automation Anywhere, or Blue Prism.
Years of Experience Required:
At least 2 years of experience. Fresh graduates are welcome.
