Purpose and Scope

Responsible for supporting project development activities for projects within the Project Management Office, Singapore, and Southeast Asia.

Key Roles and Responsibilities
  • Support project development activities including pre-feasibility/feasibility studies, technical due diligence, cost estimation, site surveys, technical proposals to customers, project/EPC scoping strategy, vendor selection and review, determination of LCOE, budgetary quotation review and clarifications, and all related technical support and solutions.
  • Identify, develop, and support the consent, construction, and operation of onshore and offshore assets, including site exclusivity considerations.
  • Collaborate with technical and commercial teams to provide inputs on FEED activities and participate in contract negotiations to mitigate risks.
  • Manage project costing, scheduling, and coordinate with relevant stakeholders internally and externally.
  • Oversee the tender process and assessment for EPC contractors, surveys, and studies.
  • Review interdisciplinary design, engineering, and constructability aspects, ensuring safety, quality, performance, reliability, and operational flexibility with optimal project and lifecycle costs.
  • Evaluate new technology and innovative solutions based on engineering principles.
  • Participate in and review HAZOP, QRA, and EIA studies.
  • Utilize energy resource simulation and optimization tools.
  • Ensure compliance with all regulatory and authority requirements.
  • Develop value engineering and strategic plans to keep Capex competitive, sustainable, and aligned with business needs.
Qualifications & Experience
  • Bachelor's Degree in engineering, project management, or related discipline.
  • Minimum of 10 years' experience in gas and related project development services.
  • Experience in project management environments, including development and execution phases.
  • Preferably experience in energy & utilities and process plant projects.
