We are a growing construction and M&E (Mechanical & Electrical) services firm specializing in the design, installation, and maintenance of air conditioning systems for commercial, industrial, and residential projects. As part of our continued growth, we are looking for a Junior HR cum Procurement Executive to support our operations team.
The HR cum Procurement Executive plays a key supporting role in both Human Resources and Procurement functions. The position is ideal for someone who is detail-oriented, proactive, and eager to build cross-functional experience in a dynamic construction environment. This role involves managing employee documentation, coordinating manpower requirements, and handling procurement activities for HVAC projects.
- Coordinate recruitment activities including posting job advertisements, screening applicants, and arranging interviews.
- Prepare employment contracts and onboarding documentation.
- Organize orientation sessions and issue PPE/uniforms for new site staff.
- Liaise with external agencies for foreign worker sourcing and applications.
Employee Management & Compliance- Maintain and update employee records in HR systems and physical files.
- Track attendance, leave, MCs, and prepare monthly reports.
- Support work pass applications, renewals, and cancellation via MOM portal.
- Assist with organizing medical check-ups, safety courses, and training certifications.
Payroll & Claims Support- Compile and verify site attendance and overtime records.
- Submit payroll inputs to internal finance or external payroll service provider.
- Respond to employee queries regarding salary, CPF, and benefits.
- Request and compare quotations for HVAC materials, tools, and consumables.
- Maintain a database of approved vendors and subcontractors.
- Evaluate supplier performance in terms of delivery, quality, and service.
Purchasing & Inventory- Raise purchase requisitions and convert to purchase orders.
- Follow up with suppliers on deliveries and ensure timely arrival at site.
- Coordinate with project teams for material forecasting and just-in-time delivery.
Documentation & Reporting- Ensure proper documentation of all procurement records including POs, delivery orders, and invoices.
- Assist in tracking procurement budgets against actual costs.
- Prepare regular procurement and stock level reports for management review.
Ensuring compliance with laws and regulations
- Manage and update MOM requirement, renew ISO and Bsafe certification etc.
- Apply performance bond / Insurance for various projects.
Establishing safe work environments
- The Workplace Safety and Health Act provides safety guidelines for various work environments and policies for work injury compensation.
Performing disciplinary actions
- HR department usually outlines the consequences of violating specific policies within employee handbooks and other workplace materials. For example, an unexplained absence might result in a verbal or written warning. If the employee reaches a specific number of unexcused absences, the company may have a policy that allows it to terminate their employment
Implementing training programmes
- HR departments help organise and implement training programmes for an organisation's employees to ensure its success. Example apply safety course, scissor lift course or require enrichmemt course for employee.
- Diploma in Human Resource Management, Business Administration, Supply Chain Management, or a related field.
- 1–3 years of relevant working experience in HR and/or procurement.
- Prior experience in the construction or HVAC industry is advantageous.
- Familiarity with Singapore employment regulations and MOM processes.
- Proficient in MS Office (especially Excel) and HR/Procurement software systems.
- Strong interpersonal, coordination, and communication skills.
- Ability to multitask and work in a fast-paced, project-driven environment.
5.5-day work week (Monday to Saturday, half-day Saturday)
