The Nuclear Energy Agency (NEA) is an intergovernmental agency, which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co‑operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.

NEA is looking for a Policy Advisor in Global Relations with confirmed experience in international relations to work in the Office of Policy and Co-ordination of the NEA. S/he will be involved in the co-ordination of different NEA initiatives and projects as well as the joint activities with different governments on initiatives related to nuclear energy policy and sustainable development. S/he will provide policy analysis and advice on bilateral relations with member states and other stakeholders to deliver the NEA’s Programme of Work. S/he will prepare documents and best practices that facilitate policy decision-making through high-quality written products, diplomacy and advice. S/he will be part of a team that contributes to the intellectual expertise and leadership of the NEA. The successful candidate will directly report to the Head of Office of Policy and Co-ordination.

Job Description

Main Responsibilities

Stakeholder Management

  • Co‑coordinate with NEA senior staff in developing and implementing special programmes and initiatives with member countries, non‑member invitee countries, nuclear industry associations and firms, academia and think tanks focused on nuclear energy, and other stakeholders to advance NEA’s missions and objectives.
  • Cultivate positive interactions with internal and external stakeholders, including Delegations. Support the development of targeted communications with member countries to ensure their ownership of NEA activities; understand and incorporate member country policies and interests into policy advice and programmes.
  • Foster strong relationships and co‑ordination with relevant international organisations, industry and other key stakeholders.

Outreach and Dissemination

  • Proficient in outreach and dissemination strategies, capable of developing comprehensive communication strategies with NEA delegations and stakeholders.
  • Support the planning, organisation and implementation of high‑level meetings including the preparation, negotiation and finalization of mutually agreeable meeting agendas, programme updates, talking points, policy or technical briefings as needed, and the drafting of meeting minutes.
  • Manage and supervise the logistics of meeting and event planning, liaising with host countries and stakeholders to facilitate the smooth organisation of the meetings.

Public Policy Analysis and Development

  • Provide policy analysis and support regarding the preparation and co‑ordination of the Director General’s missions, meetings, and special events; develop and implement process improvements and provide support to cross‑cutting NEA projects and programmes.
  • Proficient in conducting analysis of public policies and programmes, identifying key issues, gathering relevant data, and providing concise recommendations and effectively communicating findings.
  • Provide policy and project development support to the Office of the Director‑General as needed.
  • Perform other duties as assigned by the Head of the Office of Policy and Co‑ordination.

Drafting

  • Draft various types of documents (mandates, progress reports, senior staff travel briefing books, etc.), organise information effectively, and ensure clarity and accuracy.
  • Review Steering Committee subsidiary body mandates and provide guidance to NEA staff on regulations and internal procedures for mandate renewals, extensions or terminations.

Fundraising

  • Assist in fundraising activities and adhere to predefined strategies and procedures.
Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in international relations, foreign policy or related field.

Professional Background

  • At least five years’ experience in strategic analysis, planning and providing policy support and advice to senior management on bilateral and global relations. Knowledge of the nuclear field would be an advantage.
  • Strong understanding of key political, economic, and social factors influencing global events, capacity to identify major geopolitical trends, and ability to analyse their implications on policy decisions and outcomes.
  • Proven experience in global stakeholder management
  • Experience in fundraising.
  • Experience in planning and executing large‑scale events.

Contract Duration

  • 24‑month fixed‑term appointment, with the possibility of renewal to a maximum of 36 months.
