Job Description:

The Municipality of Minitonas-Bowsman (Municipality) is seeking applications from energetic, highly motivated individuals to become part of our growing team!

The Municipality is a competitive-wage employer providing a full range of municipal government services to 1,587 residents (2021 Population Census) located in two communities and a rural area, with a combined approximate area of 1,199 square kilometers.

What you will do:

Administration

Council Meetings
• Supervising and contributing towards the preparation of all Council meeting agenda packages,
ensuring issues requiring the attention of Council are brought forward in a timely manner and that all
background information or documentation is available to facilitate informed decision-making.
• Overseeing the recording and Council approval of meeting and hearing minutes in a timely manner.
• Attending all Council meetings, as required or directed, and provides consultative services.
• Directing the execution of all documents, agreements, and contracts approved by Council, and
ensuring the satisfactory preparation and retention of bylaws, resolutions, policies, and other records.
• Preparing and presenting monthly Finance and Administrative Department Reports

Bylaws & Policies
• Establishing and implementing Legislative, Finance, and Administrative policies, procedures,
standards, guidelines, and programs, and providing leadership in ensuring that policies and programs
are efficiently coordinated and delivered in an effective manner and reflect the overall strategic
priorities of the Municipality as defined by Council.
• Ensuring that all bylaws, policies, and records are up to date and retained and available for public
review as per legislative requirements.

Implementing Council Priorities
• Ensuring that the policies, programs, and services of the Municipality are implemented as
determined by Council and communicated to the public appropriately and professionally.
• Contributing towards Council’s development of its Strategic Plan.
• Ensuring that the Strategic Plan remains up to date with current Council priorities, and that work
completed towards the strategic goals of the Municipality are publicly reported annually.
• Monitoring, evaluating, reporting, and advising Council on the effectiveness and efficiency of finance
and administrative programs and services on a regular basis.
• Establishing and maintaining an effective working relationship with all agencies, boards, neighboring
municipalities, and entities that interrelate with the Municipality.
• Developing and executing documents, agreements, and contracts as per Council approval.
• Responding to public inquiries and complaints, following approved bylaws, policies, and procedures.
• Ensuring a high standard of customer service to ratepayers, citizens, and Council members.

Legislative Requirements
• Providing professional leadership and direction to Council while overseeing all Municipality
administrative operations and services in accordance with the Municipal Act and other legislation.
• As necessary, ensuring the completion of any Disaster Financial Assistance claims are completed
either internally or externally.
• Act as the Freedom of Information and Protection of Privacy (FOIPP) Act Coordinator and ensure
that all Municipality operations are compliant with relevant FOIPP Act legislation.
• Ensuring that the Provincial requirements related to accessibility are presented to Council,
implemented, and reviewed as required

Financial Management
Annual Financial Plan Preparation
• Directing, developing, and implementing the process for the preparation of annual capital and
operating budgets, including investigation of alternate revenue sources, and five-year capital plans.

Financial Plan Monitoring
• Monitoring, controlling, and authorizing spending within the limits of approved budgets.
• Presenting monthly financial analysis reports and advising Council on budget pressures, along with
supporting documentation for Council review and approval.
• Contracting, through resolution of Council, and managing the Municipality’s auditors to ensure
completion of the annual financial audit within Provincial timelines.
• Reviewing and implementing auditor recommendations and requirements with Council.
• Recommending appropriate action or requests ratification for action to deal with finance and
administrative matters requiring Council approval.

Controlling
• Ensuring and overseeing appropriate control measures for daily financial accounting procedures,
such as deposits, cash receipt, journal entries, etcetera.
• Ensuring the maintaining of accurate financial records and support documentation.
• Ensuring that all Municipality expenditures have received necessary approval before payment is
issued and that payments are made in a timely manner.
• Establishing and maintaining an open and public system for contracting goods and services by the
Municipality, ensures the system complies with all legislative requirements, bylaws, resolutions, and
policies of the Municipality, and recommending to Council the acceptance or rejection of properly
submitted tenders, quotations, and proposals.

Reporting
• Providing Council with monthly financial reports, ensuring that issues are clearly identified, and
making recommendations for issue remediation and prevention.
• Evaluating and recommend action to be taken with respect to the Municipality financial position,
including the evaluation of efficiency of Council adopted programs and services.
• Providing external governmental authorities with information as per legislation and agreements.
• Providing the public information as directed by Council and The Municipal Act.

Taxation Processes
• Administration of the entire taxation process including Board of Revision procedures, collection and
management of the taxes, and sale of properties that are applicable for Tax Sale.
• Completion and management of local improvement or special service levy bylaws.
• Establishing, maintaining, and growing credibility with ratepayers.

Human Resources
• Directing, supervising, and reviewing the performance of all Finance and Administrative employees.
• Providing day-to-day directions to Finance and Administrative employees and developing a culture of
customer service, team building, partnership, innovation, integrity, and fiscal responsibility.
• Instilling a culture of accountability with Finance and Administrative employees, developing a
commitment to providing a high level of public service in a respectful full workplace.

What you will bring to the team:
• Prior senior municipality management experience or extensive and/or progressive senior leadership
experience in a government or government agency setting or an equivalent combination of training
and experience in other relevant settings, along with a thorough knowledge of related provincial
legislation.
• Experience and working understanding of the MuniSoft accounting system, including Financials
(General Ledger & Customer Reporter, Accounts Payable, Paymate Acclaim Payroll) and Receivables
(Tax Assessment, Utility Billing & Receivables, General Accounts Receivable, and Receipting).
• A diploma or degree in Public Administration or a related discipline and proof of a Certified Manitoba
Municipal Administrator designation or a recognized equivalent.
• Ability to process a variety of finance and administrative duties, anticipate needs and take initiative,
prioritize workloads, work independently or within a team, and to performs tasks under time pressure.
• Ability to exercise a high degree of accuracy under minimal supervision, including the ability to learn
new software applications and procedures.
• Ability to maintain a high degree of ethics, discretion, and confidentiality; exercising tact, courtesy,
and diplomacy, in handling sensitive issues.
• Strong organizational, interpersonal, and communication (both written and oral) skills.
• Strong leadership and relationship building skills, with a focus on achieving both department and
Municipality goals and objectives.
• Positive attitude and willingness to adapt to an ever-changing work environment.
