Job Description Summary:

The Tailored Systems Business Area within Electronics Program Office directorate delivers first-of-a-kind field-ready technical solutions in support of National Security missions. The Draper team is chartered with supporting the Nation's most challenging problems by 1) providing an iterative and agile approach to innovative and creative technical solutions within compressed timelines and 2) driving leading edge technology development efforts to support future mission needs. This role will support a large multi-functional team as part of a long-standing contract with history of immense success in the technical domain of microelectronics.

We are seeking a Program Manager (PM) who excels in fast-paced, dynamic work environments to deliver advanced technical solutions for USG customers. This experienced Program Manager (PM) will be expected to drive project execution, innovation, and provide oversight that ensures Sponsor satisfaction, and on-time completion of contractual deliverables. The PM will also manage, strengthen, and grow customer relationships in addition to supporting capture activities to include leading proposal efforts.

Description of Responsibilities
*Lead project execution to include overseeing a team of diverse skillsets, driving requirements, on-time delivery, and budget management
*Evaluation of technical and business risks and identification/development of sound risk mitigation strategies
*Resource management, maintain staffing plan and coordinate with engineering to fulfill needs
*Close and continuing communications and interactions direct with USG customer(s)
*Lead business development efforts, to include proposals, white papers, RFIs complete with work statements, schedules, budgets, and technical content
*Work closely with technical team to ensure deep understanding of technical progress, assessment of issues/risks to better enable clear communication to Customer
*Participate in team meetings, generate action items and follow up with team members
*Produce comprehensive and clear work products (spreadsheets, graphs and PowerPoint presentations) for meetings and management reports.
*Use technical background to identify and qualify Draper's capabilities for multi-use, cross-applicability
*Coordinate with enabling functions teams (Contracts, Security, Configuration Management, Billing and Invoicing)

Job Description:

Duties/Responsibilities
* Manages project planning and execution of individual or a collection of projects.
* Performs activity and resource planning in coordination with the assigned engineering lead.
* Manages all pre contract and post award contractual requirements including, but not limited to, protection of Draper proprietary data through non disclosure agreements, teaming agreements, and Intellectual Property agreements.
* Performs cost estimating and budget planning.
* Analyzes and manages project risk and manages reports and necessary documentation from inception to close out following all Draper QMS procedures.
* Leads the development of proposals in a teaming fashion with engineering, program administration, and F&A.
* Effectively conveys work results to the project team, business leads, and supervisors in oral and written form; clearly communicates with sponsors, management and peers.
* Effectively integrates team member inputs into reports and presentations.
* Collaborates with customers through both program execution and business development activities.
* Regularly interacts with customers and technical staff to bring new concepts/solutions to our sponsors.
* Performs other duties as assigned.

Education
Bachelor's Degree in Engineering or Business or related field of study required.

Experience
3-5 years experience in program related area with functional or program management experience. Aerospace systems experience is preferred.

Additional Job Description:

Preferred Qualifications:

• BS/MS/PhD in Aerospace/Mechanical/Electrical/Computer Engineering, or similar field, with a minimum of 10 years of domain experience. Ideally microelectronics experience.
• Successful candidates will be those able to drive on-time program delivery for product that must meet mission requirements.
• Experience in developing risk management plans, budgets, and schedules, and giving corresponding presentations at program reviews and technical interchange meetings
• Experience in program/project management of R&D technology development activities and integrating new technology into existing, fielded systems
• Program/project management in complex technical activities
• Dynamic leadership skills; Ability to manage multiple tasks simultaneously and adjust priorities as needed in order to meet deadlines
• Experience leading multi-disciplinary teams
• Strong communication skills
• Organized, detail-oriented, structured thinking and execution
• High level of independent judgment and proactivity
