Contextual Safeguarding Coordinator – Cheshire West & Chester Council

Hybrid – Ellesmere Port base

Service Care Solutions are recruiting on behalf of Cheshire West & Chester Council for a dedicated and proactive Contextual Safeguarding Coordinator. This is an exciting opportunity to play a critical role in developing, embedding and championing a contextual safeguarding approach across the local area, helping to keep children and young people safe from contextual harms including child exploitation.

About the Role

The successful postholder will work closely with partners across the Local Authority, Police, Health and wider safeguarding agencies to drive consistent, effective practice. You will support the development of strategy, co‑ordinate multi‑agency meetings, ensure robust plans are in place for children and young people, and contribute to high‑quality reporting and performance monitoring.

This role involves both operational coordination and strategic influence, requiring excellent communication, relationship‑building and analytical skills.

Key Responsibilities
  • Support the development and implementation of the Contextual Safeguarding Strategy and associated guidance, locally and pan‑Cheshire.
  • Co‑ordinate and provide administrative support (including minute taking) for key meetings such as the weekly Contextual Safeguarding Hub.
  • Organise intelligence‑gathering and information‑sharing meetings (e.g., mapping meetings, context meetings).
  • Maintain accurate, up‑to‑date information on systems and contribute to the performance dashboard for contextual safeguarding.
  • Assist the Practice Manager with monthly, quarterly and annual reports.
  • Monitor the effectiveness of safeguarding plans for children and young people, driving improvements where required.
  • Liaise with other local authorities regarding children placed within Cheshire West where contextual safeguarding concerns exist.
  • Contribute to the delivery of training and awareness‑raising sessions in partnership with the Safeguarding Children Partnership Training Officer.
  • Develop a network of Contextual Safeguarding Champions within partner agencies.
  • Maintain strong working relationships with multi‑agency partners, promoting a culture of high support and high challenge.
  • Gather and incorporate the views of children and young people to inform service improvements.
  • Work flexibly across locations as required (Hybrid – base: Ellesmere Port).
Requirements & Qualifications
  • Degree‑level education or equivalent relevant qualification (Essential).
  • Working with children and families (Essential).
  • Assessing risk relating to abuse, neglect and safeguarding (Essential).
  • Chairing and minuting meetings (Essential).
  • Confident use of IT systems including Excel, Word, PowerPoint, Outlook and electronic case management systems (Essential).
  • Contributing to policy and procedure development (Essential).
  • Multi‑agency safeguarding work (Desirable).
  • Delivering training (Desirable).
  • Reporting to senior or multi‑agency boards (Desirable).
  • Preparing performance/strategic reports (Desirable).
  • Strong understanding of safeguarding systems and contextual safeguarding (Essential).
  • Knowledge of legislation and practice relating to CSE, CCE, Modern Slavery, Trafficking, Domestic Abuse and Harmful Practices (Essential).
  • Excellent communication, presentation and interpersonal skills.
  • Ability to analyse data and produce clear, concise reports.
  • Solution‑focused approach and ability to hold partners to account.
  • Commitment to equality, diversity and inclusive practice.
  • Enhanced DBS required.
