Salary: $154,375 to $164, 229 (plus benefits package and pension).

Hastings and Prince Edward District School Board (HPEDSB) serves approximately 15,400 students each day at 38 in-person schools (31 elementary, two K-12; four 7-12, one secondary). Supporting student achievement is the goal of approximately 1,750 teaching and support staff who, in addition to the contributions of caring volunteers and community partners, share their passion for teaching and learning.

Job Overview: Reporting to the Superintendent, Business Services, the Senior Manager, Facility Services is responsible for the strategic leadership, planning and management of all board-owned and operated facilities, ensuring they are safe, functional, sustainable, and supportive of student learning and well-being. Reporting to senior administration, this position oversees the delivery of facilities services including maintenance, custodial operations, capital projects and energy management across all school and administrative sites. The Senior Manager ensures compliance with all applicable legislation, Ministry of Education requirements and board policies, while fostering operational excellence and stewardship of public resources. This role plays a key part in long-term asset planning, capital renewal and environmental sustainability initiatives that align with the board's strategic priorities and educational mission.

Key Responsibilities

Strategic Facilities Planning & Asset Management

  • Develop and implement the long-term Facilities Master Plan (capital & accommodation).
  • Oversee the planning, execution, and reporting of capital renewal, school condition improvement (SCI), and school renewal projects.

Operations Management

  • Provide leadership and direction in the day-to-day management of custodial, maintenance, and operations.
  • Ensure that all school buildings and grounds are safe, clean, secure, and compliant with applicable regulations and codes.

Capital Projects and Construction Oversight

  • Lead and supervise the design, procurement, construction, and commissioning of major capital projects, including new school builds and additions.
  • Collaborate with architects, engineers, contractors, and Ministry officials to ensure projects are completed on time, on budget, and to standard.

Budget and Financial Management

  • Develop and manage annual facilities budgets, including operations, maintenance, and capital expenditures.
  • Prepare and present business cases, project estimates, and financial reports to senior administration and the Board of Trustees.

Leadership and Supervision

  • Provide effective leadership to a multidisciplinary team of facilities professionals, promoting a culture of collaboration, accountability, and continuous improvement.
  • Ensure compliance with collective agreements, board policies, and applicable legislation (e.g., OHSA, ESA, Education Act).

Health, Safety, and Environmental Compliance

  • Ensure facilities operations adhere to the Occupational Health and Safety Act, fire code, environmental standards, and public health regulations.
  • Oversee the implementation of preventative maintenance programs and building inspections to mitigate risk and respond to and manage critical incidents related to facilities.

Engagement and Communication

  • Act as the board's liaison with external agencies, contractors, municipalities, and Ministry of Education representatives on facilities matters.
  • Collaborate with school administrators, educators, and community partners to ensure facilities support effective teaching and learning.

Policy and Compliance Oversight

  • Develop and implement board policies and procedures related to facilities, including energy management, custodial standards, and facility use.
  • Monitor emerging legislation, building codes, and Ministry directives to ensure board compliance.
  • Other duties as assigned by the Superintendent, Business Services or other senior team members.

Required Qualifications

  • Post-secondary degree completion in a relevant field such as Engineering, Urban Planning or other related field of study.
  • Current professional designation in good standing, such as P.Eng, RPP, CFM, etc.
  • Minimum of 7-10 years of progressive experience in facilities management, operations or capital project planning, preferably in a public sector, education, or institutional setting.
  • Demonstrated experience managing diverse teams, unionized staff and supervisory personnel.
  • Proven successful management of: capital and renewal projects (construction, renovation, maintenance), custodial and maintenance services, budget development and financial oversight, health, safety, and environmental compliance.
  • Experience working with provincial and municipal building codes, fire codes, OHSA, AODA and environmental regulations.
  • Experience overseeing or working with facilities databases (ex. Ebase).
  • In-depth knowledge of: facility lifecycle planning, preventative maintenance programs, HVAC, electrical, plumbing, roofing and building envelope systems, construction contract law and procurement practices.
  • Familiarity with Ontario Ministry of Education funding programs (ex. School renewal allocation, SCI, Capital Priorities).
  • Evidence of strong project management skills, with the ability to manage multiple projects and deadlines.
  • Strong interpersonal and leadership skills, with the ability to build relationships across departments, unions, and external partners and constituents.
  • Valid Ontario Driver's License and access to a reliable vehicle (travel between board sites is required).
  • Satisfactory Criminal Record Check with Vulnerable Sector Screening.
  • Ability to work flexible hours, including evenings or weekends, in response to urgent facilities issues.
