[What the role is]
Together with the CD, the DCD acts as the Constituency Master Planner by strategizing, planning, directing, facilitating, coordinating and implementing community initiatives so as to build social capital and ensure national unity.[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).
The DCD partners and assists the CD in the following duties and responsibilities:
Strategic/Operational Planning
• Formulates and reviews plans for the development of GROs in the constituency to achieve a highly liveable neighbourhood and a harmonious community.
• Spearheads the Annual Constituency Workplan processes to align the GROs and community partners in the constituency.
• Anticipates potential local community and integration flashpoints, identifies needs of and outreach to residents in the constituency, and supervises the planning and implementation of community programmes to meet the needs and strengthen interaction/engagement.
• Identifies weaknesses and areas for improvement for the GROs in the constituency and provides guidance to strengthen the effectiveness and capabilities of GROs.
Operation
• Strategise and work closely with the Adviser on the direction of the constituency, leadership selection and appointment of the core team of GRLs, and critical stakeholder issues.
• Facilitates, motivates and guides Grassroots Leaders (GRLs) to perform their key role as community organiser in building better relationships amongst residents and enhancing closer partnerships with corporate and community stakeholders.
• Facilitates and provides thought leadership for monthly Citizens’ Consultative Committee (CCC) and Community Centre/Club Management Committee (CCMC) meetings and align them with the national and PA objectives.
• Provides administrative support and guidance to the GROs to facilitate effective implementation of their community outreach and engagement programmes.
• Assists the GCD in the planning and execution of community projects at Group Representation Constituency (GRC) and District levels.
• Supervises the overall administration of the CO to facilitate the effective and efficient functioning of the CC(s) and RC Centres.
• Oversees proper accounting and cash management of the GROs and their sub-committees to ensure good governance and compliance of PA Financial Rules and Regulations.
• Submit regular ground analysis and progress reports on the constituency and GROs to PA HQ that are critical for Ministries and government agencies in their crafting and revising national policies and municipal issues.
Engagement
• Constantly monitor and be nimble to socio-political changes and new government policies so as to guide the GROs in their communication and feedback processes with the residents.
• Gathers and analyses ground sentiments to support the Adviser and GRLs in providing timely and effective service to the community.
• Explains government policies, facilitates discussion and channels feedback to appropriate parties to develop and strengthen the GROs as an effective communication channel between the government and the people.
• Plans and coordinates the implementation of Wellness Programme, Emergency Preparedness, Community Sports, Integration, Family Life, Youth and other community-building programmes to widen outreach and deepen engagement.
• Set up and strengthen partnerships with community stakeholders such as VWOs, Merchant Associations, religious organizations etc.
• Promotes PAssion Card and use of PAssion Card membership information for better outreach and engagement with residents.
• Facilitates the formation and development of Social Interest Groups for wider outreach and more sustainable and quality engagement with residents.
Development
• Plans and co-ordinates the recruitment, training, appointment and renewal of grassroots leaders to ensure a high-level of involvement and minority-group participation.
• Supervises and motivates staff in the CO, to ensure optimum utilisation of human resources and delivery of quality services in achieving constituency and PA’s overall objectives.
