We are seeking a strategic leader to manage the business of the Revenue Follow-up Department, supervise the follow-up of general revenues of the Ajman Government, and ensure the effectiveness and efficiency of revenue collection operations. Specialized Tasks:
- Revenue Collection and Follow-Up:
Supervise the follow-up of government agencies regarding the collection of their revenues and the support due to them. Approve the annual plan for the follow-up of public revenues and distribute tasks to the department's employees. - Financial Performance Monitoring:
Review periodic reports on deviations between actual financial performance and planned financial performance. Approve proposals and recommendations to improve revenue collection and address bad or overdue debts. - Government Revenue Supervision:
Supervise and monitor the collection of Ajman government revenues from taxes and privileges. - Revenue Forecasting:
Supervise the construction and development of appropriate standards and models to measure and forecast revenues in the short, medium, and long term. Review and approve the statistical models prepared by consultants and the work team. - Asset and Service Classification:
Oversee the development and updating of a unified guide for counterfeiting and classifying assets, materials, and services. Approve proposed updates to the guide. - Service Activity Publication:
Manage the process of publishing approved service activities for government agencies on the government fees portal. - Revenue Reporting and Analysis:
Supervise the preparation of periodic reports on public revenues. Review the consolidated report on government revenues and approve appropriate recommendations. - Smart Payment Gateway Oversight:
Supervise the follow-up of receiving invoices for smart payment gateway partners and approve them after verifying their accuracy. Ensure invoices are sent to the financial services department for payment. Supervise the preservation and follow-up of bank guarantees for agreements and contracts with department partners. - Portal Operations and Accuracy:
Supervise daily and periodic operations of the portal. Ensure accurate transfer of funds to associated parties and accuracy in the matches between what was collected and recorded in the portal system. Research and resolve differences, if any.
General Tasks:
- Operational Framework and Documentation:
Review and approve the operational framework of the department, ensuring its documentation is accurate and periodically updated. - Employee Performance and Development:
Evaluate the performance of department employees to verify their competencies and motivate them to develop individual performance. Develop smart performance indicators for the department's activities and set targets in line with strategic objectives. - Leave and Resource Planning:
Review and approve the annual leave plan for employees to ensure continued implementation of departmental activities with high quality. - SWOT Analysis and Strategic Alignment:
Prepare the department's SWOT analysis document. Review and approve the operational objectives of the department's employees, ensuring alignment with both departmental and strategic objectives. - Training and Development Plans:
Review and approve the training plan for the department's employees, ensuring it aligns with the actual needs and individual performance results. - Business Continuity and Risk Management:
Review and approve the department's Document Analysis (DIA) and Business Continuity Plan (DCP). Prepare and update the department's risk register periodically, ensuring appropriate responses to risks and following up on their implementation.
Qualification:
- At least 6 years of experience in revenue department.
- CPA, CMA, CTA, or CTP is required.
- Strong understanding of accounting standards and leadership skills.
