About The Role

The purpose of the role is to, under the overall guidance and supervision of the project manager, follow up and monitor the project in Greater Cairo location, while ensuring a seamless integration and quality of deliverables in line with the Country Strategy. The role will design, implement, monitor and report on progress of project activities in line with a detailed implementation plan.

Project’s Brief

The UNHCR Livelihoods Project aims to strengthen the capacities of government staff within the targeted entities by enhancing institutional effectiveness and equipping them with essential competencies. The project supports improved local service delivery for refugees and host communities, particularly in the areas of livelihoods and economic empowerment. By prioritizing vulnerable and marginalized groups, the project promotes equitable, impactful and sustainable local development, contributing to resilience, social cohesion and long‑term community well‑being.

Key Responsibilities

Under the overall guidance and supervision of the project manager, the project officer plays a vital role in supporting the implementation of the project “Strengthening the Ministry of Local Development’s Capacity to Enhance Livelihoods of Vulnerable Groups”. The position focuses on coordinating training, mentorship and partnership processes that build institutional capacity of the Ministry of Local Development (MoLD) and its directorates to deliver more efficient, inclusive, and community‑responsive livelihood programming for refugees and host communities. Working closely with UNHCR and MLD, the project officer will support the delivery of learning training modules, oversee logistical and administrative arrangements, facilitate knowledge‑sharing and ensure smooth collaboration among stakeholders.

The role also contributes to monitoring and documenting lessons learned, preparing for adaptation and replication in additional locations across Egypt.

About You
  • A bachelor’s degree in Social Sciences, Development Studies or a similar field.
  • 3–5 years of experience with a proven record of success at a similar level, preferably in an INGO sector.
  • Experience working with government entities and civil society organisations on livelihoods, economic empowerment or community development projects.
  • Experience in planning, conducting and facilitating trainings/workshops.
  • Strong understanding of the socio‑economic and governance context in Egypt, particularly challenges faced by vulnerable and marginalised groups.
  • Demonstrated ability to coordinate and deliver participatory training and learning programmes.
  • Proven skills in documentation, reporting and analysis of lessons learned, good practices and project outcomes.
  • Advanced understanding of the development needs and vulnerability of our Primary Impact Groups from birth to adulthood, the root causes of the issues affecting them and the key actors most relevant to their interests and therefore to our work.
  • Knowledge of gender‑transformative approaches, partnership, evidence‑based approaches and strengthening civil society.
Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)
  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring concerns are reported and managed in accordance with appropriate procedures.
  • Ensures humanitarian programme staff are properly inducted and understand their role in upholding Plan International’s safeguarding and GEI policies.
  • Ensures Plan International’s global policies for safeguarding children and young people and GEI are fully embedded in project design, during implementation and as principles applied in day‑to‑day work of the programme team.
  • Ensures Plan Egypt contributes to Plan International’s global efforts to ensure safeguarding and GEI, including ensuring relevant reporting and data are submitted.
