A central banking authority in Singapore is seeking a Senior Network Project Delivery Engineer to lead enterprise network and security transformation initiatives. The role requires extensive experience in project management, excellent stakeholder engagement, and a strong technical background in networking. Candidates must have 10–15 years of relevant experience with a proven track record of delivering complex projects on time and within budget. This is a contract position, offering exposure to innovative technologies in the financial sector.
We are seeking a highly accomplished Senior Network Project Delivery Engineer to lead the end-to-end delivery of enterprise network and security transformation programmes. This role requires a strong foundation in project delivery and governance, complemented by a strong technical background, ensuring that complex initiatives are executed on time, within budget, and in alignment with organisational compliance standards.
The successful candidate will bring 10–15 years of experience managing and delivering large-scale enterprise network projects, demonstrating excellence in planning, execution, stakeholder management, and vendor governance. Beyond project leadership, the role requires the ability to validate and oversee technical solutions in data centre networking, Cisco ACI, routing and switching, VXLAN, and advanced fabric technologies. Proficiency in network security, application delivery, automation, and observability will further enable the candidate to bridge technical background with Project delivery leadership, driving mission‑critical outcomes for the organisation.
Lead the full lifecycle of network and security infrastructure projects, covering design, planning, build, migration, testing, and handover
Define and manage scope, timelines, budgets, and quality metrics, ensuring alignment with business and technology strategies
Maintain RAID logs (Risks, Assumptions, Issues, Dependencies) and enforce structured governance reporting
Ensure compliance with change management, audit, and technology governance frameworks
Deliver dashboards, status updates, and executive‑level presentations for senior stakeholders
Leverage a strong technical background in network & security technologies to provide SME‑level oversight across solutions including next‑generation firewalls (Check Point, Palo Alto, Fortinet), IDPS, WAF, micro‑segmentation, and DNS security
Lead application delivery initiatives involving F5 LTM, GTM, ASM, DNS, and automation
Oversee data centre and SDN implementations, particularly Cisco ACI fabric (Spine‑Leaf, APIC, VXLAN/EVPN, Multi‑Site/Pod, Nexus Dashboard, NDFC), with strong knowledge of routing protocols (BGP, OSPF, IS‑IS, EIGRP) and their integration with firewalls and load balancers
Validate technical designs, ensuring alignment with enterprise architecture, security requirements, and project objectives
Provide technical leadership and escalation support for complex troubleshooting during build, migration, and cutover activities
Work with procurement teams to define project‑related hardware/software requirements, validate BoMs, and support vendor selection and commercial alignment
Engage vendors and OEMs for project delivery, escalation, and solution validation
Drive vendor accountability by tracking deliverables, service levels, and contractual commitments
Ensure project spend and procurement activities align with budgetary controls and compliance requirements
Serve as the key liaison across application, infrastructure, cloud, and security teams, ensuring alignment and collaboration
Deliver clear, structured updates to technology senior leaders, business owners, and program governance forums, providing transparency on progress, risks, and dependencies
Proactively elevate risks, dependencies, or slippages, ensuring appropriate mitigation plans are in place
Develop and maintain LLDs, MOPs, test plans, governance reports, and runbooks
Conduct lessons‑learned sessions and knowledge transfers to strengthen delivery practices
Bachelor’s or Master’s degree in Computer Science, Information Technology, or related/equivalent field.
10–15 years of experience delivering large‑scale network infrastructure and security projects in enterprise or financial environments.
Proven track record in end‑to‑end project delivery covering scope, cost, schedule, risk, quality, and compliance.
Strong background in technology governance, procurement processes, and vendor management, including BoM validation, RFP participation, SLA enforcement, and contract governance.
Experience in coordinating cross‑functional teams (network, security, application, data centre, and vendors) to ensure successful cutovers, migrations, and operational readiness.
Ability to balance technical oversight with delivery leadership, ensuring solutions are not only well‑designed but also executed to meet business objectives.
Network Security: Next‑generation firewalls (Check Point, Palo Alto, Fortinet), intrusion detection/prevention (IDPS), WAF, micro‑segmentation, and DNS security.
Application Delivery: Load balancing, global traffic management, application security, DNS, with automation using Python, Ansible, REST API, and Terraform.
Data Centre & SDN: Cisco ACI fabric (Spine‑Leaf, APIC, VXLAN/EVPN, Multi‑Site/Pod), integration with firewalls/load balancers, and advanced fabric management using Cisco Nexus Dashboard (ND) and Nexus Dashboard Fabric Controller (NDFC).
DNS & IP Address Management: Experience with enterprise‑grade DNS, DHCP, and IPAM solutions, including DNSSEC, DNS filtering, and DNS over HTTPS (DoH).
Traffic Monitoring & Analytics: Familiarity with traffic analysis and monitoring tools for visibility, anomaly detection, and troubleshooting.
Routing & Switching: Deep knowledge of routing protocols including BGP, OSPF, EIGRP, and IS‑IS, and their integration with firewalls/load balancers.
Cloud Networking: Familiarity with hybrid/multi‑cloud networking is an advantage.
Proficiency in project management tools: JIRA, Confluence, MS Project, Smartsheet, Excel, PowerPoint.
Ability to create executive‑level presentations and technical reports, tailoring content for senior leaders, business stakeholders, and governance forums.
Excellent leadership, communication, and stakeholder engagement skills, with the ability to align diverse stakeholders and competing priorities.
Technical: CCIE (Data Center / Enterprise), CCNP, PCNSE, CCSE, F5 CTS/FSE, or equivalent.
Project & Governance: PMP, PRINCE2, Agile Scrum Master, SAFe, ITIL, or equivalent.
Strong ownership and accountability for scope, cost, quality, and delivery outcomes.
Ability to bridge technical depth with governance, procurement, and vendor oversight.
Excellent leadership, communication, and stakeholder engagement skills, including executive‑level reporting and presentations.
Highly organized, with the ability to manage multiple concurrent workstreams in fast‑paced environments.
Proactive, analytical, and solution‑oriented approach to risk, issue, and dependency management.
This is a 2‑year contract position offering the opportunity to lead mission‑critical enterprise network transformation projects in a high‑impact environment, with exposure to next‑generation data centre, security, and cloud networking technologies within Singapore's central banking and financial regulatory environment.
