Job Title: Procurement Officer

Location: London Borough of Harrow, Forward Drive, Harrow, HA3 8NT

Working Hours: Monday - Friday, 09:00 - 17:00

Work Arrangement: Hybrid, based at Harrow Civic Hub

Role Overview:

Pertemps is currently recruiting for a proactive and motivated Procurement Officer to join the expanding team at the London Borough of Harrow. This temporary position offers a competitive hourly rate of up to £26.83 as Umbrella PAYE, alongside excellent training, career development opportunities, and 21 days of annual leave (excluding Bank Holidays).

Duties:

1. Negotiate and procure quality accommodation in the private sector that meets the needs of homeless households.
2. Build partnerships with emergency accommodation providers, securing rooms at the best prices while ensuring suitability and value for money.
3. Arrange accommodation for other Council services supporting eligible groups, such as care leavers, households with no recourse to public funds, or those with mental health needs.
4. Ensure all acquired properties meet property standards, legal requirements, and are cost-effective, aligning with Pan London Rates where applicable.

Requirements:

1. Driving license and access to a car.
2. Knowledge of the Housing Act and private rented housing laws.
3. Experience working with private sector landlords or homelessness services.
4. Ability to negotiate value-for-money deals.
5. Understanding of welfare reforms, housing subsidies, and health and safety regulations.
