Start Rate (Non-negotiable): $49.68 per hour

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group, Environmental Programs and Assessment (EPA) division is looking for an Environmental Project Coordinator to join the team to coordinate environmental assessments for planned infrastructure projects and coordinate the environmental components of approved projects in the implementation (design and construction) phase. This involves coordinating the relationship between the various stakeholders, consultants, and contractors involved in our transportation infrastructure projects that require environmental approvals, strategic advice and support, mitigation, and reporting.

Responsibilities
  • Plan, manage, and oversee the project work of consultants, to ensure environmental compliance with Environmental Assessment Requirements as prescribed in the Transit and Rail Project Assessment Process (TRPAP) and Impact Assessment Act (Federal) and report internal user group requirements through all project stages, such as the preparation of environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications and construction administration including the review of associated technical studies on social and biophysical environments (e.g., noise, vibration, air quality, built heritage, natural heritage, archaeology, design, and mitigation).
  • Provide information, assistance, and advice (by explaining procedures and information needs) on legislative requirements as they pertain to projects.
  • Monitoring and reporting on contractor / consultant adherence to contract terms of reference, and compliance with the Ministry of the Environment, Conservation & Parks (MECP) and Conservation Authority guidelines and assisting in the development and application of corrective measures.
  • Ensuring TRPAP and GO Transit Class EA conditions are achieved and reporting requirements are met.
  • Conduct research and prepare documents for approval and recommend approval terms and conditions to the project team.
  • Review and interpretation of existing and new codes, guidelines, and legislation impacting environmental compliance; convey this information in writing to relevant internal stakeholders.
  • Identify policy, procedure, and information gaps, and develop recommendations for improvements and/or corrective action.
  • Develop good internal and external working relationships, to collaborate and exchange information and maintain a current knowledge base of policies and legislation.
  • Assist Metrolinx management and the communication group by providing information, interpretation, and clarification on regulatory requirements and approvals.
  • Manage the environmental mitigation and reporting aspects of projects through all stages of design and construction in terms of function, quality schedules and approvals in co-ordination with external authorities and internal groups.
  • Administer consultant agreements and construction contracts as they pertain to environmental mitigation and reporting of Metrolinx infrastructure and expansion projects.
  • Responsible for conducting regular site inspections at various project locations to ensure environmental compliance
Qualifications
  • A university/college diploma in Environmental/Civil Engineering or a related discipline (Planning/Environmental Management/Environmental Science), or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of environmental monitoring and/or environmental planning/management.
  • Minimum 5 years’ experience related to Environmental Assessments and compliance within the planning, permitting, design and construction of transit facilities, interpreting and applying contract plans and specifications and co-ordinating contracted engineering projects.
  • Knowledge of Ontario and Canadian regulatory requirements including fields relating to noise and vibration, air quality, contamination, built heritage, natural heritage (e.g., species at risk).
  • Experience working with regulatory bodies (e.g., federal agencies, provincial ministries, Conservation Authorities, municipalities) and other stakeholder groups.
  • Proficiency in the use of project management software and computer applications is essential.
  • Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.
  • Thorough understanding of the Transit and Rail Project Assessment Process, Ontario and Canadian Environmental Assessment processes, Environmental Protection Act, Endangered Species Act, Migratory Birds Convention Act, Planning Act and MTO Class Environmental Assessment.
  • Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must.
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. Must meet and maintain the corporate standard for a good driving record.
