At Toronto Water, Electrical Instrumentation Control Technicians (EICTs) inspect, test, analyze, install, monitor, and maintain electrical equipment, electrical/ electronic instrumentation equipment, and control devices and systems. Whether travelling to various above- and underground infrastructure sites throughout the city or working in advanced water or wastewater facilities, EICTs at Toronto Water help ensure the optimal performance of combined legacy and advanced water, wastewater and stormwater systems.
- Performs skilled trade work and is responsible for overhauling, maintenance and installation of electrical equipment, electrical/electronic instrumentationequipment and control system of all processes in advanced Toronto Water facilities and water infrastructure.
- Inspects, tests, records, monitors, and performs analysis, evaluation, selection, integration,installation and maintenance on electrical equipment, electrical/electronic instrumentation control devicesand systems used in major Water/Wastewater facilities and water infrastructure and ensurescompliance to allregulatory requirements and procedures.
- Utilizes process operations, sampling and laboratory analysis results to interpret equipmentperformance. Performs laboratorytests, checks and calibration as required.
- Utilizes several different computerized software systems, such as Process ControlSystem (PCS) involving a SCADA-based system as well as a Performance and OperationsManagement System (POMS), a Work Management System (WMS), a Statistical ProcessControl (SPC), a Laboratory Information Management System (LIMS), and other relatedtechnology.
- Makes timely decisions and addresses/responds to alarm conditions and emergencies.
- Provides, updates and maintains the required documentation of all work area electricalmaintenance activities.
- Initiates and expedites material purchase orders, issues tracking, and payment documentsreceives materials, maintains inventories and records using computerized systems.
- Trains, assists and supports skilled, semi-skilled, and general labour staff as required.Fosters and supports a team environment.
- Assists in the maintenance and cleaning of work areas.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Must be licensed in the Province of Ontario as an Electrician Construction and Maintenance Licence 309A (in accordance with Building Opportunities in the Skilled Trades Act, 2021, S.O. 2021, c. 28), or as an Industrial Electrician (Licence 442A, in accordance with OCTAA, 2009).
- Experience in the operation, maintenance and repair of equipment for the generation and distribution of electrical energy at different voltages in an industrial environment.
- Completed program in Industrial Electronics/Instrumentations or equivalent practical experience in maintenance and calibration of process instruments and analyzers.
- Experience in the utilization of computers, various software programs and applications, and the ability to make necessary calculations and interpret data.
- Must possess and be able to maintain a valid Province of Ontario Class “G” licence and qualify for the City’s equipment operating permits and requirements, as determined by work location.
You must also have:
- Must obtain through examination by an agency recognized by the Ministry of the Environment, Conservation and Parks (MOECP), a valid Class 1 Operators Licence/Certificate in the appropriate discipline as per the applicable legislation within 90 days from employment start date. Should the incumbent be employed without holding any Operator Certification/Licence or an Operator-in-Training (OIT) Licence, they will be required to write and pass the Level 1 certification exam in the appropriate discipline within 90 days from their respective start date in this position.
- Knowledge of the maintenance, repair and troubleshooting of programmable controllers, remote terminal units and data communications circuits, pneumatic and hydraulic instrumentation.
- Understanding of the standard methods, technology, materials and tools used in Electrical/electronic/instrumentation control principles.
- Must be familiar with the Occupational Health and Safety Act, environmental legislation and the policies, procedures and regulations that apply to this work and have practical knowledge and be conversant with the current Ontario Electrical Safety Code and its practices.
- Ability to read, interpret and prepare layouts, diagrams, schematics and manuals.
- Knowledge of electrical controls and monitors as applied to programmable logic controllers, motor types, motor magnetic centers, lockouts and grounding.
- Knowledge of the processes, procedures and equipment used in automated process control in an industrial environment.
- Comfortable working in an industrial environment using hazardous chemicals.
- Strong interpersonal skills such as coaching, initiative, conflict resolution, problem solving, teamwork and an ability to effectively communicate both verbally and in writing.
- Strong analytical and problem-solving skills and interest in continuous learning and improvement.
- Must be available to work weekends/overtime/on call duty as needed as per Collective Agreement.
On-The-Job Training Program (Approximately 12 Months)
Should a successful candidate be employed without possessing the instrumentation competencies required of this position, they will be required to progress through the various levels of the City's Toronto Water "EICT On the Job Training Program" by successfully passing the assessment requirements in accordance with the current training schedule.
Employees in this program shall receive the rates of pay applicable to the training rates for the EICT classification set out below:
- Training Rate 1: $43.91 (for first 6 months)
- Training Rate 2: $44.50(6th to 9th months)
- Training Rate 3: $45.50 (after 9th months)
- Training Rate 4: $46.54 (after 12 months)
