Job description

Maxwell Management Group Ltd. is proud to partner with Doig River First Nation (DRFN) in search of a Senior Financial Officer (SFO) to join their team.

About:

Located in Northeastern British Columbia near Rose Prairie, the Doig River First Nation (DRFN) is a proud member of Treaty 8 and home to the Dane-zaa (Beaver) people. Rooted in a rich cultural heritage and a deep connection to the land, DRFN is committed to strengthening the social, economic, and spiritual well-being of its members while advancing self-determination and community-driven governance. The Nation operates a range of programs and services from its Administration Office to support holistic community development, including education, housing, lands, health, and finance.

At DRFN, we strive to create a supportive and collaborative working environment that honours Indigenous knowledge systems, fosters mutual respect, and upholds accountability. Our team is committed to transparent financial stewardship and sustainable growth guided by the values of integrity, responsibility, and cultural respect. Employees are empowered to grow professionally while contributing to a vibrant and resilient Nation dedicated to preserving its traditions and shaping a strong future for generations to come.

Position Overview:

Reporting to the Band Manager, the Senior Financial Officer (SFO) is responsible for the strategic oversight and daily operations of the DRFN’s financial administration system. This leadership role ensures the integrity, transparency, and efficiency of financial planning, budgeting, reporting, and compliance activities in alignment with the Nation’s Financial Administration Law (FAL) and funding requirements. The SFO acts as the primary liaison for financial matters between the Council, the Finance and Audit Committee, external auditors, and funding agencies. This position requires strong financial acumen, sound judgment, and the ability to lead internal controls, risk mitigation strategies, and staff supervision within a culturally grounded and community-driven organization. The SFO plays a key role in supporting the Nation’s long-term financial sustainability and self-governance objectives.

Responsibilities:
  • Provide leadership in managing the financial administration system in accordance with the FAL, Generally Accepted Accounting Principles (GAAP), and applicable legislation.
  • Oversee the development and integration of annual budgets, multi-year financial plans, capital plans, and risk management strategies across all departments.
  • Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements, reports, and analysis for internal and external stakeholders.
  • Lead the preparation and coordination of annual audits, including liaison with external auditors and preparation of supporting documentation.
  • Supervise finance department staff and collaborate with Department Managers to ensure compliance with financial procedures and deadlines.
  • Monitor and continuously improve internal control systems to safeguard assets, reduce risk, and promote financial accountability.
  • Manage cash flow and bank operations, including reconciliations, electronic banking agreements, and authorization protocols for transactions.
  • Act as the primary point of contact for Council, Finance and Audit Committee, funding agencies, and auditors on all financial matters.
  • Identify, assess, and report financial risks, recommending and implementing mitigation strategies.
  • Ensure compliance with all funding agreement requirements, reporting timelines, and financial governance standards.
  • Contribute to strategic decision-making through financial forecasting, scenario planning, and trend analysis.
  • Maintain the confidentiality, accuracy, and security of all financial records and promote a culture of transparency and accountability.
Qualifications:
  • A degree in Accounting, Finance, or a related discipline is required; a Chartered Professional Accountant (CPA) designation is mandatory.
  • Minimum of three to five (3 – 5) years of senior-level financial management experience, preferably within a First Nation, non-profit, or public sector environment.
  • In-depth knowledge of GAAP, internal control systems, and public sector financial reporting standards.
  • Proficiency with financial management software (e.g. Adagio) and Microsoft Office Suite, particularly Excel.
  • Knowledge of Indigenous governance structures, funding mechanisms, and financial frameworks is a strong asset.
Compensation:
  • The position offers a competitive annual salary of $100,000.00 – $120,000.00 based on experience and qualifications.
