The Director builds, leads and oversees a high performing Advisory team that provides ongoing guidance and support to Global Banking Markets and Treasury (GBM&T) Canada that focuses on firm’s fixed income sales and trades.

Ensures business strategies, plans and initiatives are executed / delivered in compliance with governing regulations (OSC and CIRO/IDPC), internal policies and procedures, with a focus on providing proactive regulatory guidance, managing compliance risks, and supporting the development of robust control frameworks. Supported by a team of product focused Senior Managers and working closely with the other Directors who support GBM&T Canada.

Is This Role Right for You? In this role, you will:

  • Lead and drive a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Be accountable for annual planning strategy, development, communication and approval, risk assessment and objective setting, ensure alignment with the Bank’s risk profile and businesses; ensure that the latest industry standards and regulatory requirements are incorporated to keep the Plan current and robust through on-going monitoringand research.
  • Lead a world class Advisory team in Fixed Income that delivers consistently efficient and effective compliance support to Global Capital Markets and supports the Director, Markets Advisory - GBM and provide ongoing counsel and advice in all Canadian trading related compliance matters for Global Capital Markets.
  • Serve as the primary compliance advisor to fixed income sales and trading desks, including corporate bonds, government securities, structured debt, and related products.
  • Interpret and advise on OSC rules and CIRO/IDPC rules applicable to debt market conduct, trade reporting, sales practices, and fair dealing.
  • Partner with front office leadership to assess regulatory impacts of new Fixed Income products, market practices, and business initiatives.
  • Oversee compliance policies, procedures, and training tailored to fixed income markets.
  • Provide timely guidance on regulatory developments and lead implementation of rule changes affecting debt markets.
  • Lead review escalations, client communications, and potential conflicts of interest to ensure compliance with regulatory and internal standards.
  • Support surveillance, monitoring, and testing related to fixed income trading activity, including best execution and fair pricing.
  • Represent Compliance in regulatory exams, audits, and inquiries related to fixed income businesses.
  • Act as a subject-matter expert in firmwide compliance forums and contribute to enterprise risk management.
  • Assist on specific projects (e.g. special investigations, regulatory initiatives etc.).
  • Receive regulatory monitoring by GBM&T Compliance Canada Program Team and assist the Horizon-Watcher direct and respond to regulatory developments affecting SCI for sustainable outcomes.
  • Create an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
  • Build a high-performance environment and implement a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and use a coaching mindset and behaviours; communicating vison/values/business strategy; and manage succession and development planning for the team.
  • Manage a team of ~5 FTE.
  • Work closely with the Director, Advisory, GBM&T Compliance Canada and Vice President, Head of GBM&T Compliance Canada in support of approximately 20 traders in Canada.
  • Be results-oriented with strong organizational and time management skills, work in a fast-paced environment and is handle multiple tasks with stringent deadlines; this role involves working with and providing guidance to the team to ensure that all tasks are being addressed.
  • Have strong sound knowledge of OSC and CIRO/IDPC regulations.
  • Act independently and arrive at conclusions or recommendations based on the exercise of good judgement on moderately complex decisions falling within standard policies and escape matters beyond existing policies; consult with the team and others as needed.

Do You Have the Skills?

  • University/Post secondary degree and/or professional designations.
  • 5 years of relevant experience in a large financial institution or established securities or other financial services activity regulatory agency.
  • Excellent understanding of OSC and CIRO trading rules and related National Instruments.
  • Advanced understanding of institutional equity, fixed income and/or derivatives trading (listed derivatives), including hedging and other sophisticated trading strategies.
  • General understanding of Canadian regulatory and industry trends related the skills to translate requirements into efficient and effective, policies, procedures, controls, systems and training.
  • Enquiring mind, excellent judgment, strategic thinking skills and attention to detail.
  • Fluent oral and written communication skills.
  • Strong analytical and investigative skills and demonstrated ability to operate at a strategic level.
  • Sound judgment in identifying risks to proactively elevate with relevant senior management.
  • Able to work independently and with other staff across functional lines within the Bank.
