Job Summary
This is a single‑position, journey‑level classification in the Information Technology Division. The incumbent protects the City’s information systems, networks, and data from unauthorized access, use, disclosure, disruption, modification, or destruction. The role involves risk assessments, system monitoring, incident response, and development of cybersecurity protocols, and requires collaboration with IT staff, including the Information Systems Manager.
Responsibilities
- Serve as security analyst for network, operating systems, and other data communication systems.
- Develop, implement, and maintain cybersecurity frameworks, strategies, and protocols to protect City systems and data.
- Conduct regular security assessments, vulnerability scans, audits, and penetration tests to identify risks and recommend mitigation measures.
- Monitor system and network activity for unusual or suspicious behavior and investigate potential breaches and security incidents.
- Respond to and document cybersecurity incidents, assess impact, and implement corrective actions.
- Keep current on emerging cybersecurity threats, vulnerabilities, trends, and technologies.
- Collaborate with staff to ensure secure system configuration and compliance with industry standards and practices.
- Develop and maintain incident response and disaster recovery plans.
- Assist in the development and enforcement of Citywide information security policies, standards, and procedures.
- Provide cybersecurity awareness training and guidance to City employees.
- Prepare reports, maintain security logs, and document system changes and incidents.
- May assist with general IT support, system maintenance, and troubleshooting as needed.
- Collect, record, and assess large amounts of data on network and security system performance; identify risks and ensure data records are accurate and secure.
- Perform other related duties as assigned.
Qualifications
- Education: Bachelor’s degree in computer science or a related field AND at least three years of progressively responsible experience in a networked environment operating, installing, and maintaining operating systems and servers, establishing security protocols, managing security policy, and providing technical support.
- Experience: In lieu of college coursework, qualifying experience may be substituted on a year‑for‑year basis. Formalized technical training programs and/or certifications (e.g., commercial training organizations and university extensions covering principles and methods of computer security and information technology) may be considered toward college coursework requirements.
- License: Possession of a valid California Driver’s License may be required.

Physical Requirements
Strength: Medium – lift, carry, push, pull or move objects weighing 20–50 pounds occasionally; 10–25 pounds frequently; up to 10 pounds constantly. Frequent typing and sitting; occasional standing, walking, bending, stooping, crouching, reaching above and below shoulder level, pushing, pulling, twisting at the waist, handling, gripping, grasping. Rarely kneeling, climbing stairs and ladders, extending the neck upward, downward, side to side. Vision: visual acuity sufficient to perform essential functions. Hearing: effectively hear/comprehend oral instructions and communication.
Other Information
Application will be evaluated through a screening of the City application, résumé, and supplemental responses. Successful candidates will be invited to a panel interview and may undergo fingerprinting, a pre‑employment medical examination, and background checks. Availability for irregular hours, on‑call duty, and occasional travel may be required.
