Positive Employment is currently recruiting for a Communications Business Partner for our client, a local government organisation in Gloucestershire. The successful candidate will provide a comprehensive strategic communications advice and consultancy service to directors, leaders and senior officers across the organisation and allocated partners, understanding the business and its future direction in relation to directorates. The post holder will lead the communications strategy within directorates and will commission and develop strategic and operational communications support and interventions on behalf of allocated services. This role is a 6 month initial contract with the possibility to extend. This role is hybrid working 50/50 office and home requirements.

• Be accountable for all communications services on behalf of a directorate ensuring that they are responsive, professional, and coordinated effectively.
• Build credible working relationships with senior managers and politicians and develop a sound understanding of directorates direction of travel and the strategic communication implications.
• Provide strategic advice and guidance on internal and external communications, staff and community engagement, public affairs, behaviour change/demand management and brand to cabinet members, executive directors and other senior leaders.
• Play a lead role in service development, including driving the delivery of change programmes across the organisation.
• Commission and develop strategic and operational interventions from the wider communications team to raise communications management capability within Directorates, developing solutions to complex problems and improving business performance as part of communication plans.
• Consult and work with senior managers to provide innovative and relevant communication solutions enabling them to make timely and well-informed decisions whilst understanding the impact of these decisions.
• Act as a communications consultant for senior managers working as part of programme/project boards.
• Ensure the communications team maximises the benefits of technology to improve engagement, change behaviour and explain the work and decision making of the organisation.
• Provide strategic leadership and advice on internal and external communications, staff and community engagement, public affairs, behaviour change/demand management and brand to cabinet members, executive directors and other senior leaders.

• Proven track record of delivering internal and external communications advice to corporate leaderships and managing communications effectively across a complex organisation.
• Proven organisational leadership skills with the ability to establish credibility and exert influence with key stakeholders at both a strategic and operational level.
• Leadership and team management.
• Programme and project management experience.
• Can demonstrate up-to-date knowledge of and expertise in modern techniques and/or strategies for delivering strategic communications e.g. digital, behaviour change, place marketing, staff engagement.
• Educated to degree level or equivalent level of experience.
• Communications/PR or journalism qualification e.g. CIPR.

Working Hours: 37hrs / 9:00 am - 17:00 pm / Monday to Friday

Pay: £39.14 per hr
