PurposeTo provide HR support and assistance to the HR Operations team and give advice and guidance to managers and staff. The role holder will build and develop effective working relationships with managers to influence and support them in achieving their local and corporate objectives.
AccountabilitiesIn consultation with the HRBP, provide managers and staff with appropriate advice on Council policies, employment terms, and HR issues, ensuring compliance with employment legislation.
Support, coach, challenge, and empower Directorate line managers in managing people issues such as disciplinary and grievance procedures.
Handle local trade union representatives regarding individual cases or collective issues; build and maintain relationships with managers, employees, and TU representatives to ensure positive interactions and swift issue resolution.
Screen vacancies, identify redeployment opportunities for employees on the redeployment register, and assist in matching them to suitable roles across the Council.
Undertake effective job evaluations, using benchmarking data to ensure fairness, consistency, and objectivity.
Provide senior Directorate stakeholders with insights from people data (e.g., sickness, grievances).
Maintain accurate casework records (both paper and electronic) and provide HR data for monitoring purposes.
Find solutions to problems related to strategic, policy, or legal constraints.
Understand local issues within Directorates and act from an HR perspective.
Ensure work is appropriately passed to HR as required.
Advise on and participate in staff appointments, ensuring adherence to Council procedures.
Contribute to HR policy development and projects.
Support research and prepare briefing papers with the HRBP.
Maintain professional development and network with HR practitioners.
Keep up-to-date with HR policies and respond to employment queries.
Communicate effectively across the Council and externally as needed.
Participate in working groups and represent the HR team at meetings.
- CIPD qualification or working towards it, with experience in complex organizations.
- Proven ability to provide clear, balanced HR advice.
- Experience working with senior managers on complex HR issues.
- Experience in a customer-focused HR department, proactively facilitating change.
Knowledge And Experience- Extensive experience in casework management: disciplinary, grievance, attendance, conduct, and performance.
- Up-to-date employment law knowledge and practical application skills.
- Strong communication skills, both verbal and written.
- Solid understanding of employee relations and employment practices.
- Ability to interpret HR policies and advise stakeholders appropriately.
- Experience in developing HR colleagues and line managers.
- Strong analytical skills with the ability to evaluate and interpret data.
- Ability to review and challenge content from team members and HR colleagues.
