Purpose of the Job
The ISR (Integrated Service Readiness) have mission to design and deliver a set of technics and methods that will ensure a maximum availability of the railway asset (Rolling Stock & infrastructure) with a minimum maintenance cost.
As an ISR Bid manager, you will:
- Manage bids by integrating and quoting activities on system & Infra or Rolling stock.
- Support other Alstom entities (Rolling stock, Sig & Comm) to obtain a consistent ISR quotation.
- Be the ISR interface with customers (internal and external), suppliers, and tendering team (turkey, RS).
- Build and deliver robust tenders based on reference libraries.
- Develop and improve ISR reference libraries with REX from both tenders & projects for scope and cost optimization.
Main Missions & objectives:
The position holder will be accountable for:
- Applying the tender process (launch meeting, QCD review, financial validation, tender gate reviews).
- The preparation of competitive ISR WP offers by gap costing from Reference Library.
- Providing the Tender team with the ISR proposal tailored according to Customer requirements.
- The analysis of ISR requirements in tenders.
- The identification of the ISR response to be elaborated as a result of this analysis (strategy as PIO, share of work).
- The obtaining of required budgets for ISR tender preparation.
- The production of the ISR Elements and supporting documentation needed during Tenders, particularly:
- Costing and QCD commitments.
- Clause by Clause.
- The coordination of maintenance experts contributing to the preparation of specific tender deliverables.
- Preliminary Maintenance Plans.
- Preliminary Training Plans.
- Manage coordination with other Métier or Function (Train Design / Engineering, RAMS) for the design of the ISR elements during tenders.
- Manage interfaces with the tender team during the whole tender process: BTM (Bid Technical Manager), BM (Bid Manager), and TSM (Tender Sourcing Manager).
- Produce ISR IFQs (Instruction for Quotations).
- Manage coordination of internal stakeholders (Participating Units) contributing to the Tender.
- Manage the interface with Sourcing to retrieve ISR quotations from external suppliers.
- Support Rolling teams on ISR discussions during offer negotiation with Customer.
- Drive the tender process for the ISR part up to the Tender Transfer Meeting (TTM) with a focus on tender validation process on QCD scope.
- Implement and ensure an efficient process and references to prepare ISR offers in a secure, fast, and cost-effective manner.
- Capitalize data to improve QCD on future tenders & contribute to the REX process with tender and project teams for ISR Reference Library update.
Educational requirements:
- Mandatory: “French baccalauréat +5 years” (or equivalent) or Bachelor’s degree from an engineering institute or university with technical dominant.
Technical Knowledge / Experience:
- Work Package Management.
- Mandatory: First experience in ISR in the Railway business with railroad technical knowledge on the reliability and maintainability aspects.
- First experience, or academic knowledge, in the fields of Railway maintenance or Logistics Support in an industrial domain.
- Desirable: Experience in Railway maintenance execution would be a plus.
