Job Summary

The Project Officer assists, supports, or leads in professional program coordination for the Business Analysis & Investment Stage (BAIS) and the Project Management Stage (PMS) of Real Property programs. Guided by the principles of the Project Management Framework (PMF) and the centralized Portfolio Management and Project Delivery (PMPD) unit, the Project Officer is responsible for leading program progress while adhering to the organization’s established governance structures.

Categories of Real Property programs that fall under the purview of the Project Officer include:

  • mechanical, electrical, and life safety upgrades
  • asset-based infrastructure recapitalization
  • space accommodation, optimization, modernization, and management
  • architecture-based recapitalization

Major responsibilites

  • Plan, manage, and administer multi-year resource requirements, budgets, and schedules for Real Property programs.
  • Manage, direct, and provide functional direction for the development and administration of a long-term plan for office accommodations and associated financial plans to meet the needs of the Service’s operational programs and organizational objectives.
  • Manage, direct, and provide functional direction for the development of recommendations on long-term accommodation priorities, acquisitions, and/or changes.
  • Manage, direct, and provide functional direction for changes and adaptations of national, provincial, and Service accommodation standards to meet local operational requirements.
  • Manage and administer operating budgets for Real Property programs.
  • Ensure adherence to organizational policies, standards, procedures, priorities, and long-term objectives.
  • Supervise the work of contracted resources in the planning, design, construction, commissioning, accreditation, risk mitigation, and evaluation of assigned Real Property projects to satisfy their scope, cost, schedule, security, operational, and quality requirements.
  • Advise stakeholders and management on costs, benefits, and risks of various strategies and approaches for Real Property program implementation to resolve key issues.
  • Manage the development of program memoranda, feasibility reports, briefs, status reports, conceptual/ preliminary design option solutions, and investment analyses and recommendations.
  • Ensure adherence to organizational policies, standards, procedures, priorities, and long-term objectives in assigned Real Property projects.

Education

  • Undergraduate degree and five (5) years of experience; OR
  • College diploma and six (6) years of experience

The undergraduate degree / college diploma must be in a field of study relevant to the duties and functions of the position such as Architecture, Engineering, Project Management, Interior Design, etc. The specific field of study will determine the business line for which you qualify.

The undergraduate degree / college diploma must have been obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Any higher level of education (i.e.: Masters, Doctorate) in a related field of study could be recognized as experience.

Experience

Candidates must demonstrate the required years of experience in a combination of all of the following:

  • Portfolio and program management experience for Real Property planning, construction and/or infrastructure initiatives. Only experience related to projects for commercial, institutional, or office use will be considered.
  • Experience in overall program planning and progress monitoring over its lifecycle.
  • Experience coordinating projects, their interdependencies, and managing and utilizing resources across projects, comprised of a diverse array of professional consultants, technical specialists, and policy centre and management resources.
  • Experience maintaining financial budgets and forecasts.
  • Experience in negotiation and administration of contracts related to Real Property.
  • Experience building and maintaining effective partnerships and working collaboratively with internal and external partners and stakeholders.

Note: Other relevant Real Property experience may be recognized.

Assets

An asset qualification is a qualification that can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Assets can help determine right fit in certain circumstances.

  • Experience working in a high-security environment.
  • Accreditations such as Project Management Professional (PMP), Building Owners and Management Institute (BOMI), Financial Management Advisor, or Real Property Administration.
  • Experience in change management.
  • Experience in workplace transformation initiatives.
