Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated and talented individual for the position as FMS COMSEC Program Manager to support partner nation operations.

Job Description

Summary: Provide subject matter expertise to perform the following tasks: The FMS COMSEC Program Manager provides programmatic and technical oversight of Communications Security (COMSEC) activities in support of Foreign Military Sales (FMS) cases. This position delivers direct support to the Ministry of Defense (MoD), partner nation forces, and the Primary COMSEC Manager to ensure secure, compliant, and effective management of Controlled Cryptographic Items (CCI) and keying material. The role serves as the senior advisor and liaison between U.S. Government stakeholders, industry partners, and partner nation organizations, ensuring COMSEC operations are aligned with U.S. security policy and FMS program requirements.

Essential Duties & Responsibilities
  • Provide direct advisory support to the partner nation Ministry of Defense, armed forces, and COMSEC leadership on program requirements, compliance, and best practices.
  • Support the Primary COMSEC Manager with program oversight, planning, and execution of COMSEC operations across multiple FMS cases.
  • Ensure strict compliance with NSA, DoD, and U.S. export control regulations for handling and distribution of COMSEC equipment and keying material.
  • Oversee the establishment, training, and sustainment of partner nation COMSEC accounts, including secure facilities, accountability procedures, and audit readiness.
  • Coordinate with U.S. Government (USG) agencies, industry primes, and foreign representatives to facilitate repair, return, transfer, and sustainment of COMSEC equipment.
  • Develop and manage COMSEC policies, standard operating procedures (SOPs), and training plans tailored to partner nation requirements.
  • Provide program-level reporting, risk assessments, and performance updates to U.S. stakeholders and partner nation leadership.
  • Lead incident response coordination and reporting in the event of COMSEC compromises or anomalies.
  • Support long-term planning and integration of COMSEC into partner nation modernization, interoperability, and coalition operations.
COMSEC Duties
  • Knowledge of COMSEC Duties should you need to perform related to the receipt, custody, issue / distribution, safeguarding, accounting, and when necessary, destruction of classified and non-classified U.S. Government provided COMSEC Type 1 cryptographic devices and keying material (KEYMAT) as well as all COMSEC equipment.
  • In fulfilling responsibilities, theCOMSEC Program Manager will perform the following duties :
  • Protect COMSEC material and limit access to individuals with a valid need-to-know and clearance.
  • Keep informed of any new requirements or modifications to existing requirements to be serviced by theCOMSEC Account
  • Receive, receipt for, and ensure the safeguarding and accounting of allCOMSEC material issued to theCOMSEC Account.
  • MaintainCOMSEC accounting and related records as outlined in NSA / CSSPM 3-16, Security Doctrine 1 andNSTISSI 4000 series instructions, or the applicable regulations.
  • Perform routine destruction of COMSEC material when required or affect other disposition of material as directed by the Central Office of Record (COR) or Controlling Authority.
  • Submit transfer, inventory, destruction, and possession reports when required.
  • Inspect the implemented protective technologies upon initial receipt, during each inventory and prior to each use.
  • Ensure the prompt and accurate entry of all amendments toCOMSEC publications held by the account.
  • Ensure physical inspections and required page checks are accomplished on all keying material and publications received, returned, transferred, destroyed, during change of Manager, and when posting amendments which include replacement pages to ensure completeness of each publication as specified in NSA / CSSPM 3-16, Security Doctrine 1 andNSTISSI 4000 series instructions, or applicable regulations.
  • Ensure all accountable COMSEC material shipped outside of the account’s organization is packaged and shipped as specified in NSA / CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or the applicable service regulations. Ensure all material received is inspected for evidence of tampering. If the COMSEC account is so large as to prevent the COMSEC Manager from personally checking security packaging and markings, performing page checks and posting amendments, these actions may be performed by properly cleared and authorized individuals, who have been properly instructed by the COMSEC Manager.
  • Be aware at all times of the location of every item of accountableCOMSEC material held by the account and the general purpose for which it is being used.
  • Establish procedures to ensure strict control of all keying material operationally required when turned over from one shift to another or from one individual to another.
  • Ensure appropriate COMSEC material is readily available to properly cleared and authorized individuals as required by duty. Managers must verify individuals are cleared to the level of the material being issued. Issue material to users by means of a hand receipt, and brief recipients of their responsibility for safeguarding the material until it is returned to the Manager, in accordance with NSA / CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or applicable regulations.
  • Serve as liaison between the U.S. / FMS COMSEC account, Coalition COMSEC accounts, and U.S. Government organizations, agencies, and COMSEC accounts.
  • Must have a minimum of five years’ experience managing COMSEC accounts, program, or equivalent.
  • Strong knowledge of NSA and DoD COMSEC directives, including EKMS / KMI and CCI handling procedures.
  • Demonstrated experience in Foreign Military Sales (FMS) programs or international defense cooperation.
  • Proven ability to advise senior leaders (U.S. and foreign) and coordinate across diverse organizations.
  • Excellent written and verbal communication skills, including preparation of reports and presentations for both U.S. and partner nation leadership.
  • Strong documentation and accountability skills.
  • Be a graduate of formalCOMSEC training from an appropriate service (normally two weeks) prior to their assignment.
  • Be a graduate of National Security Agency (NSA) COMSEC course. Courses are required to manage the COMSEC Account .

Desired Competencies
  • COMSEC Manager or COMSEC Custodian certification.
  • Prior experience working with a partner nation Ministry of Defense or joint / coalition forces.
  • Familiarity with U.S. export control regulations (ITAR, EAR) and FMS program processes.
  • Strong cross-cultural communication and advisory skills.
  • Background in military secure communications, or coalition operations and some knowledge with military avionics.
  • Strong knowledge of cryptographic equipment, secure radios, and key fill devices (e.g., AN / CYZ-10, SKL).
  • Prior experience supporting FMS programs.
  • Attention to detail, adherence to strict security regulations, and ability to work in joint / coalition mission environments.
Skills
  • Knowledge of Defense Travel System (DTS) or equivalent.
  • Must have working knowledge of secure telephone systems (i.e. Sectèra vIPer Universal Secure Phone and Secure Terminal Equipment (STE)).
  • Must have a strong background in Electronic Keying Management Systems (EKMS), Key Management Infrastructure (KMI) and / or have knowledge of Cards Solitaire – COMSEC Managers Handheld PC RUIO-11-RM028 or Intermediary Application (iApp) software.
  • Must have background in downloading and transferring of electronic key, using COMSEC device AN / PYQ-10A C (Simple Key Loader (SKL)), and filling TrKeK.
  • Must have background in COMSEC equipment such as KIV-77 / KIV-78, SY-100 and KY-100M Secure Voice Modules, ARC-201d, ARC-231(A) and ARC-210 Airborne Radios, SPS-250, PRC-117G, and SY-152A, using fill cables to load appropriate Red and Black key groups.
  • Must have computer skills in Microsoft Office products to include Outlook, Excel, PowerPoint, and Word.
Work Environment
  • Handles classified and controlled cryptographic material requiring strict accountability and safeguarding.
  • Office, classroom, and operational environments with direct interaction with partner nation military forces and MoD staff.
  • Frequent travel to support training, inspections, audits, and program meetings.
  • May involve extended duty in OCONUS or austere environments.
