A healthcare institution in Malaysia is seeking a Procurement Manager to develop and implement procurement strategies that align with hospital goals and budgets. Responsibilities include monitoring daily operations, managing contracts, and ensuring compliance with regulations. The ideal candidate has a Bachelor's degree and at least 7 years of experience in procurement, preferably in a healthcare environment. Strong leadership and negotiation skills are essential for this role.
Develop and implement procurement strategies that align with the hospital’s goals and budget.
Forecast demand and manage inventory levels to prevent shortages or overstocking.
Monitor daily procurement operations (sourcing) to ensure adherence to timelines, budgets, and compliance standards.
Analyze procurement performance metrics (e.g., order accuracy, delivery times, inventory turnover) and implement process improvements.
Conduct regular audits of procurement activities to identify inefficiencies, bottlenecks, and risks.
Collaborate with internal stakeholders to resolve operational issues and streamline purchasing workflows.
Lead cross-functional initiatives to enhance operational efficiency, including digitization, automation, and lean procurement practices.
Prepare and manage contracts for goods and services alongside with Legal and user department.
Ensure compliance with relevant healthcare laws, regulations, and internal policies.
Ensure contract is renewed timely.
Monitor budgets and ensure cost-effectiveness in purchasing decisions.
Analyze market trends and pricing to identify cost-saving opportunities.
Lead and supervise the procurement team, providing guidance and performance evaluations.
Collaborate with clinical, administrative, and financial departments to understand needs and set procurement priorities.
Maintain accurate records of purchases, pricing, and supplier performance.
Utilize procurement software and ERP systems for order tracking and reporting.
Establish and maintain robust procurement governance frameworks, policies, and procedures.
Ensure transparency and ethical standards in all procurement activities.
Conduct risk assessments and internal audits to identify and address compliance gaps or conflicts of interest.
Work closely with legal, audit, and compliance departments to ensure procurement practices meet regulatory, contractual, and legal obligations.
Ensure documentation and approvals are properly maintained for audits and accountability.
Bachelor’s Degree in Supply Chain Management, Business Administration, Logistics, or related field.
Minimum 7 years of procurement experience, with at least 3–5 years in a managerial or senior leadership role.
Experience in a hospital or healthcare-related environment is an added advantage.
Strong track record in vendor management, contract negotiation, and regulatory compliance.
Excellent leadership and people management capabilities.
Strong negotiation and analytical skills.
