A leading civil and infrastructure construction company is seeking a COO to provide strategic and operational leadership across all business functions. The ideal candidate will have over 18 years of experience, with significant expertise in large-scale construction projects and multi-department management. Key responsibilities include overseeing operations, ensuring project compliance, and fostering partnerships. Excellent English communication skills and strong financial acumen are essential for this role.
Our client is a well established and fast growing Civil & Infra Construction Co.
The COO will provide strategic and operational leadership across all business functions (Project, Finance, HR, etc), ensuring the effective delivery of large-scale construction/ engineering/joint development projects.
KEY SCOPES
Provide executive leadership in overseeing all operational functions (including Finance, HR, Project, etc), ensuring alignment with organizational strategy and long-term business objectives.
Champion operational excellence, maximizing productivity, efficiency, and continuous improvement across all project teams.
Direct project planning, execution, quality assurance, financial management, and compliance with applicable industry regulations and standards.
Develop and sustain strategic partnerships, negotiate joint ventures, and manage critical relationships with internal and external stakeholders.
Lead multidisciplinary teams by defining roles, setting expectations, conducting performance evaluations, and fostering a culture of accountability, collaboration, and high performance.
Identify and mitigate operational and project-related risks; ensure adherence to recognized quality management systems i.e. ISO 9001.
Support business development initiatives, due diligence, project feasibility assessments, and growth initiatives.
Review contracts and partnership agreements, identify potential legal risks, and coordinate with legal counsel throughout negotiations.
KEY REQUIREMENTS
Master Degree / Degree in Construction Management, Engineering, Business Administration, Project Management, or a related discipline.
> 18 years of professional experience with > 5 years in Executive Leadership / C-level.
Extensive direct experiences in leading multi-department functions (HR, Finance & Project, etc) in Large-Scale Construction, Engineering, or Development Projects (i.e. Civil / Infra).
Exposure in Flood Mitigation Project is added advantage.
Strong Financial Acumen, including proficiency in budgeting, forecasting, and P&L oversight.
Well versed with Contract Law, Joint Ventures, Corporate Governance, and Partnership structures.
Exceptional leadership, negotiation, stakeholder management, analytical, and decision‑making capabilities.
Ability to thrive under pressure, manage multiple priorities, and navigate complex operational challenges.
Excellent English verbal and written communication skills.
