Project Planning Manager (Property Development - Mixed Development)

This sprawling master‑planned township developer has created a strategic regional hub, seamlessly integrating diverse residential precincts with a prominent educational corridor and thriving industrial sectors. Its proximity to major transportation networks fosters a self‑sustaining ecosystem where academic excellence and modern infrastructure drive steady urban growth.

About the role: Lead the pre‑development phase by securing all necessary statutory approvals and optimizing land use efficiency. Act as the bridge between the Land Acquisition team and the Project Management team, ensuring the developer’s vision is both legally permissible and commercially lucrative.

Key Responsibilities
  • Lead the application for Kebenaran Merancang (KM) and work with architects to push the boundaries of plot ratio and density to maximize the number of saleable units.
  • Navigate the corridors of power at local councils (DBKL, MBPJ, etc.) and state agencies (PLANMalaysia), clearing technical stumbling blocks that delay project launches.
  • Manage the mandatory Bumiputera quota.
  • Assist the Land Acquisition team during due diligence by identifying potential planning risks, gazetted setbacks, or upcoming infrastructure that could affect land value.
  • Ensure that the feasibility studies are in line with the Green Building Index.
  • Supervise external town‑planning consultants, ensuring their submissions are accurate and meet the developer’s aggressive timelines.
  • Lead the process for land conversion (e.g., agricultural to residential) and negotiate the land premium payments with the Land Office (PTG/PTD).
  • Appoint the appropriate consultants (architects, contractors).
