Job Summary:

The Chief Compliance Officer (CCO) will be a key member of the executive leadership team, responsible for developing, implementing, and overseeing all aspects of the company's compliance program. This role requires a deep understanding of Saudi Arabian regulatory requirements, particularly within the financial services and technology sectors. The CCO will ensure the company operates ethically and in full compliance with all applicable laws, regulations, and internal policies.

Responsibilities:

1. Develop, implement, and maintain a comprehensive compliance program tailored to the specific risks and regulatory requirements of a fintech company operating in Saudi Arabia.
2. Stay abreast of all relevant laws, regulations, and guidelines issued by the Saudi Central Bank (SAMA), the Capital Market Authority (CMA), the Ministry of Commerce, and other relevant regulatory bodies.
3. Advise the executive team and board of directors on compliance matters and potential risks.
4. Develop and implement compliance policies and procedures, ensuring they are effectively communicated and consistently applied across the organization.
5. Oversee the monitoring and testing of the compliance program, identifying and addressing any gaps or weaknesses.
6. Conduct regular compliance risk assessments and develop mitigation strategies.
7. Manage regulatory examinations and inquiries, acting as the primary point of contact with regulatory authorities.
8. Develop and deliver compliance training programs for employees at all levels.
9. Establish and maintain effective internal controls to prevent and detect compliance violations.
10. Oversee the handling of compliance-related complaints and investigations.
11. Ensure compliance with anti-money laundering (AML) and counter-terrorist financing (CTF) regulations, including the development and implementation of robust KYC/CDD procedures.
12. Manage data privacy and security compliance in accordance with relevant Saudi regulations (e.g., the Personal Data Protection Law - PDPL).
13. Collaborate with other departments, such as legal, risk, and product development, to ensure compliance is integrated into all aspects of the business.
14. Prepare and present regular compliance reports to the executive team and the board of directors.

Qualifications:

1. Bachelor's degree in Law, Finance, Business Administration, or a related field. A Master's degree or relevant professional certification (e.g., Certified Compliance Professional, ICA Diploma in Governance, Risk & Compliance) is highly preferred.
2. Minimum of 10-15 years of progressive experience in compliance roles within the financial services industry, with a significant portion of that experience in Saudi Arabia.
3. Proven track record of successfully developing and implementing comprehensive compliance programs, preferably within a fintech environment or a regulated financial institution with a strong digital presence.
4. In-depth knowledge and understanding of the Saudi Arabian regulatory landscape governing financial services, including but not limited to SAMA regulations, CMA regulations (if applicable), AML/CTF laws, and data privacy regulations (PDPL).
5. Strong understanding of the unique compliance challenges and risks associated with fintech products and services.
6. Experience in managing relationships and interacting with Saudi regulatory authorities.

Preferred Qualifications:

1. Experience with specific fintech product compliance.
2. Experience in establishing and managing compliance functions in a start-up or rapidly growing environment.
3. Fluency in both Arabic and English is highly preferred.
4. Strong network within the Saudi Arabian financial and regulatory community.
