This role ensures a company's import and export activities fully comply with all relevant laws and regulations. Key tasks include monitoring trade laws, classifying products, managing customs inquiries, implementing compliance programs, providing training to internal teams, managing MPOB inquiries, navigating complex exemption and application processes and reports. The position also involves coordinating daily trade applications, resolving issues, and developing procedures to enhance productivity and maintain databases.
A deep understanding of customs regulations is required, often necessitating collaboration with customs brokers, freight forwarders, and various internal departments. Crucially, the role ensures adherence to specific Malaysian trade and tax regulations, especially in the palm oil sector, optimizing costs and facilitating efficient global trade operations.
Accountabilities
- Contract and Regulatory Compliance: Ensure daily updates and adherence to MPOB Sales & Purchase contracts.
- Tax Exemption Management: Manage Sales and Services Tax (SST) exemption applications and prepare quarterly SST Exemption Reports.
- Governmental Scheme Applications: Handle applications related to PENJENISAN, MIDA, FOSIM, and Customs 14(2) including preparing quarterly MIDA import Duty Customs 14(2) reports.
- MPOB Reporting: Execute monthly updates for MPOB e‑Perniagaan.
- SST Return Submission: Manage the submission of SST02 & SST02A return payments.
- Product Classification: Determine and propose appropriate Harmonised System (HS) Codes for new products to ensure accurate customs classification.
- Trade Incentive Applications: Prepare and renew Cost Analysis applications for the Ministry of International Trade and Industry (MITI) to secure preferential trade benefits.
- Export Duty Management: Submit monthly Export Duty Exemption applications for Crude Palm Kernel Oil (CPKO) and Refined Bleached Deodorised Palm Kernel Oil (RBDPKO).
- ASEAN Trade Reporting: Prepare and update quarterly reports for the ASEAN‑wide Self‑Certification Scheme (AWSC).
- Regulatory Monitoring: Continuously monitor and implement the latest updates and changes relevant to e‑Dagang net and other pertinent regulatory platforms.
- Customs and Trade Operations: Respond to customs inquiries, manage customs audits, and assist with the preparation of required documentation and filings, such as denied party screening and Certificates of Origin.
- Training and Guidance: Provide training to internal teams and maintain audit‑ready record‑keeping for trade activities.
- Risk Assessment: Conduct risk assessments to identify potential trade compliance vulnerabilities.
- Auditing: Conduct internal audits to validate compliance with governing trade laws and procedures.
Qualifications
- Bachelor’s Degree or higher in a related field.
- More than 5 years’ experience in supply chain or documentation.
- Supply chain knowledge, especially in Trade & Compliance (MPOB, SST, Custom applications, MITI applications & Duty Exemption processes).
- Capable, enthusiastic and strong communication and networking skills.
- Strong analytical & logical thinking.
