Job summary

Job description

Lead full pre-contract work: cost estimation, budgeting, feasibility studies, and BOQ preparation.

Provide strategic advice on cost optimization, value engineering, and constructability.

Identify potential risks, design discrepancies, and cost-impact items before project kick-off.

Participate in design reviews, technical meetings, and buildability assessments with consultants.

Manage the entire contract cycle from award to final account.

Establish cost control systems, monitor cost-to-complete, and ensure project stays within budget.

Review construction drawings for cost variation implications and highlight to management.

Prepare and negotiate Variation Orders (VO), Extension of Time (EOT), and contractual claims.

Provide accurate monthly cost reports, cash flow forecasts, and commercial updates to management.

Lead procurement planning: sourcing, evaluation, negotiation, and awarding of subcontract packages.

Ensure subcontract works comply with contractual scope and cost benchmarks.

Monitor subcontractor performance, work progress, and site deliverables.

Verify subcontractor claims, site measurements, progress payment certifications, and back‑charges.

Conduct regular site inspections to verify work progress, material usage, and cost impacts.

Work closely with Site Managers, Engineers, and Construction Managers on sequencing, planning, and manpower requirements.

Highlight site issues that may affect cost, schedule, or quality, and propose corrective actions.

Ensure materials delivered match approved specifications and quantity allowances.

Lead, mentor, and manage junior QS team members.

Coordinate with consultants, authorities, and clients on contractual, financial, and technical matters.

Attend site meetings, technical meetings, progress meetings, and present cost/commercial updates.

Ensure strong documentation control: site records, contract files, variation logs, and procurement schedules.

Support management in dispute resolution, negotiation, and commercial risk management.

Identify contractual, commercial, and operational risks early and provide mitigation strategies.

Ensure compliance with contract conditions (PAM/JKR/SMM or others).

Monitor site practices to ensure they align with cost allowances and work programs.

Maintain strict confidentiality of all financial and commercial information.

REQUIREMENTS (STRICT SENIOR LEVEL)

Minimum 5 years solid QS experience (preferably 7–10 years).

Diploma/Degree in Quantity Surveying or relevant field.

Proven experience handling full project cycle in building or infrastructure projects.

Strong knowledge of contract forms (PAM, JKR, FIDIC).

Ability to work independently, lead teams, and support site operations like a Construction Manager.

Excellent negotiation, communication, and analytical skills.

Highly disciplined, detail-oriented, and able to work under pressure.
