The Senior Officer, Human Resource plays a pivotal role in managing and strengthening the full spectrum of HR operations at Islamic Relief Malaysia (IRM). This role is responsible for ensuring efficient, compliant, and people‑centred HR practices across recruitment and selection, onboarding, compensation and benefits, payroll coordination, employee records, performance and contract administration, learning and development, as well as employee engagement.

As an individual contributor, the Senior Officer operates independently and provides advisory support to the Chief Executive Officer (CEO) and Division Heads on HR‑related matters, including employee relations, workforce planning, and policy interpretation. The role requires maturity, sound judgement, and a proactive approach to align HR operations with IRM’s strategic direction and humanitarian values.

Duties and Responsibilities
  1. HR Advisory & Organisational Support

    Serve as a trusted HR advisor to the CEO and Division Heads on employment matters, staff welfare, and HR policy interpretation.

    Provide guidance on workforce planning, performance management, and employee relations.

    Prepare HR‑related reports, proposals, and analyses to support management decision‑making.

    Ensure that HR practices and decisions reflect IRM’s values, mission, and legal obligations.

  2. Recruitment & Onboarding

    Manage the end‑to‑end recruitment process, including job postings, shortlisting, interview coordination, and offer management.

    Advise hiring managers on recruitment best practices and candidate evaluation.

    Oversee onboarding and induction processes to ensure smooth integration and alignment with IRM culture.

  3. Employee Records & HRIS Administration

    Maintain accurate and confidential employee records, both in hardcopy and digital formats.

    Administer and optimise the AutoCount HR Management System (HRMS) for attendance, leave, and employee data management.

    Generate periodic HR reports and analytics to support management review.

  4. Payroll & Benefits Administration

    Compile and verify payroll inputs including attendance, overtime, and claims.

    Liaise with Finance for monthly payroll processing and ensure timely statutory submissions (EPF, SOCSO, EIS, PCB).

    Advise management and staff on compensation, benefits, and statutory compliance matters.

  5. Contract, Probation & Performance Administration

    Track staff probation, confirmation, and contract renewals.

    Prepare employment contracts, addendums, and official HR correspondences.

    Coordinate the annual performance review cycle and assist the CEO in monitoring evaluation timelines and outcomes.

  6. Training & Development

    Coordinate implementation of the annual training plan and maintain training records.

    Identify staff development needs through feedback and performance reviews.

    Liaise with external training providers and evaluate post‑training effectiveness.

    Lead planning and coordination of employee engagement, well‑being, and staff appreciation programmes.

    Gather feedback from staff through engagement surveys or informal discussions and present key findings to the CEO.

    Promote positive workplace culture aligned with IRM’s humanitarian values.

  7. HR Policy, Compliance & Reporting

    Ensure compliance with Malaysian labour laws, statutory requirements, and IRM policies.

    Review and recommend policy improvements to enhance fairness, transparency, and efficiency.

    Prepare HR documentation and reports for audits, donors, and internal governance requirements.

Requirements and Qualifications

Educational Background

  • Bachelor’s Degree in Human Resource Management, Business Administration, or a related field.

Experience

  • Minimum 5–7 years of progressive HR experience, preferably in NGOs, humanitarian, or corporate environments.
  • Proven track record in HR operations, advisory functions, and policy interpretation.
  • Experience using HRIS systems such as AutoCount or equivalent.
  • Strong understanding of Malaysian labour laws, statutory contributions, and HR best practices.
  • Excellent data management, reporting, and analytical skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • High level of professionalism, integrity, and confidentiality.
  • Excellent interpersonal and communication skills in both English and Bahasa Malaysia.
  • Ability to work independently, manage multiple priorities, and exercise sound judgement.

Organisational Position

The Senior Officer, Human Resource reports directly to the Chief Executive Officer (CEO) and provides advisory support to the CEO and Division Heads on human resource and organisational matters.
