A medium-sized financial corporation is seeking a Human Resources Manager to drive strategic HR initiatives. With at least 12 years of experience, the ideal candidate will lead workforce planning and enhance employee engagement. Strong knowledge of Malaysian labor laws and demonstrated HR leadership are essential. This position offers the opportunity to influence HR strategies and drive organizational development while collaborating closely with senior management.
Formulate, implement, and monitor HR strategies, policies, and procedures in line with corporate frameworks and business goals.
Act as the primary HR advisor to the Sr. Management, Board of Directors and the Board Nomination and Remuneration Committee (BNRC) on HR related matters.
Drive strategic workforce planning, organisational development, and enterprise-wide change management initiatives.
Coordinate closely with cross-functional teams to drive transformation and performance improvement programs.
Participate in management decision-making processes with significant influence on human capital matters.
Provide essential services for the recruitment, selection, assignment, development, and retention of qualified employees.
Build and maintain a talent bank to support manpower continuity and succession planning within MyCV.
Supervise HR administrative support services to ensure smooth business operations.
Design and monitor employee engagement, recognition, and well being initiatives to improve morale and retention.
Promote and articulate MyCV’s values and organisational culture through targeted HR programs.
Conduct engagement surveys and develop data-driven improvement action plans.
Support line managers in resolving complex people-related challenges and leadership issues.
Champion performance management systems, appraisal frameworks, and career development initiatives.
Support the implementation of training programs aligned with business needs.
HRD Corp Management: Oversee the strategic utilization of the HRD Corp levy and maximize grant claims for organizational upskilling.
Recommend interventions such as training, reassignment, or outplacement to address performance gaps.
Manage salary structures, compensation and benefits plans, and payroll frameworks.
Ensure effective administration of HR systems (HR2000), data reporting, and HR analytics.
Provide ultimate oversight for the timely submission of EPF, SOCSO, EIS, and LHDN (PCB) statutory requirements.
Continuously improve HR systems to align with best practices and the Personal Data Protection Act (PDPA) 2010.
Ensure full compliance with Malaysian labour laws, international regulations, and internal policies.
Serve as the Company’s lead representative for Industrial Court cases or Labor Office (JTK) hearings.
Provide expert advice to line managers on complex employee relations and interpretation of labour laws.
Lead the Domestic Inquiry (DI) process and manage grievances, disciplinary actions, and dispute resolutions.
Coordinate HR audits and risk mitigation initiatives, engaging legal counsel when necessary.
Lead annual HR departmental budgeting and cost-optimization initiatives.
Ensure HR governance and procedures adhere to financial and compliance parameters.
Develop "People" protocols for the Corporate Business Continuity Plan (BCP).
Mentor, motivate, and develop HR team members through coaching and performance reviews.
Foster teamwork and consistency across the HR team and the wider organization.
Maintain strong relationships with government bodies (MoF, HRD Corp, MoC), industry specialists, and HR practitioners.
Stay updated on HR best practices and legislative changes impacting human capital.
Execute and manage any other ad-hoc tasks, special projects, or strategic assignments as directed by Senior Management or the Board of Directors.
Bachelor’s Degree in Human Resources, Business Administration, Social Sciences, Finance, or a related field.
Experience
Minimum 12 years of experience in HR management, preferably within a financial institution or medium-sized corporation.
Proven track record in strategic HR leadership, organizational development, and change management.
Experience in Board-level reporting or supporting Remuneration Committees is highly desirable.
Knowledge & Skills
Advanced knowledge of Malaysian labour laws (Employment Act, IR Act), HR policies, and compliance.
Advanced ability to draft professional proposals, management reports, and formal Board Papers for executive decision-making.
Deep understanding of HRD Corp mechanisms, PDPA 2010, and OSHA requirements.
Proficiency in HR2000 system and HR analytics.
Solid understanding of compensation structures, benefits, and workforce planning.
Strong leadership, boardroom presence, and stakeholder management capabilities.
Excellent negotiation and conflict resolution skills.
High level of integrity, business acumen, and a driver of innovation in HR practices.
