Job summary

A national financial authority in Kuala Lumpur seeks a Senior Legal Counsel to provide high-quality legal opinions and solutions, managing legal risks associated with governance, regulatory and financial issues. Senior Legal Counsel, Jun Monetary Stability Unit, Legal
  • Academic qualifications: Bachelor of Laws with Honours (LL.B. (Hons)). A Masters degree or PhD in a related legal field is an added advantage.
  • Experience: Minimum of 6 years in in‑house legal counsel in a statutory body, corporate entity or financial industry; legal practitioner experience in the Judicial and Legal Service or private practice is also acceptable. Experience with a financial regulatory authority is an added advantage.
  • Technical skills / knowledge:
    • Intermediate to advanced knowledge of the Malaysian legal system, common law statutory interpretation, powers, responsibilities and liabilities of statutory bodies and regulatory authorities, regulatory laws administered by the Bank, financial markets, financial agreements and Islamic finance, governance and corporate management, enforcement, and legal risk management.
    • Intermediate to advanced skills in legal advisory, drafting, research, interpretation, leadership, people management, analytical thinking and problem‑solving.
    • Basic to intermediate computer skills including Microsoft Outlook, Teams, Edge, Word, PowerPoint and online legal databases.
  • Responsibilities:
    • Assist the Bank in discharging its mandates, managing legal risks and protecting its interests by providing high‑quality, timely legal opinions and solutions on governance, regulatory, supervisory, contractual, enforcement and compliance issues covering central banking, monetary and financial stability, currency management, financial markets (including Islamic markets), investment agreements (GMRA, ISDA, Islamic documentation), exchange control law, international relations, subsidiary and affiliate management, general law matters (constitutional, administrative, company, commercial, contract, Islamic finance, criminal, trust, international, procurement, taxation, consumer law) and emerging issues (sustainability, digital assets, AI).
    • Prepare clear and precise draft primary and subsidiary legislation within the Bank’s mandates to reflect policies and regulatory requirements.
    • Draft and vet contracts and other documents to protect the Bank’s interests with appropriate legal rights and remedies.
    • Promote legal awareness and compliance within the Bank.
    • Liaise with ministries, Attorney General’s Chambers, Treasury Solicitor’s Office, Securities Commission Malaysia, Companies Commission of Malaysia, Malaysian Bar Council, Royal Malaysia Police, other agencies, external legal firms and the public.
    • Assist the DGC (or relevant department) in managing resources and enhancing technical and leadership competencies.
    • Effectively participate in meetings, committees, task forces and projects to manage the Bank’s legal risks and protect its interests.
