A leading educational institution in Malaysia is seeking an experienced Talent Sourcing Specialist to facilitate recruitment and manage HR operations. You will focus on sourcing talent for both academic and non-academic roles while ensuring compliance with statutory requirements and managing teaching permit processes. The ideal candidate has 5+ years of HR recruitment experience, a solid understanding of the Malaysian Employment Act, and excellent analytical and interpersonal skills. This role offers a chance to shape a sustainable talent pipeline.
Facilitate and execute the University’s talent strategy by focusing on talent sourcing activities for academic and non-academic, ensuring a sustainable talent pipeline that support business and operational needs while complying with statutory requirements. The role also encompasses preparing talent sourcing reporting, coordinating onboarding for new hires, managing internship and Protégé (Protégé-GEES) programme, administering teaching permit applications in alignment with regulatory standards.
Execute and facilitate manpower recruitment by interpreting data from manpower planning, placing vacancy advertisements, compiling and verifying the curriculum vitae of applicants, conducting interviews and communicating with line departments to ensure a continuous pool of talents to meet the operational and business requirements of the university while in compliance to all statutory requirements and maintaining internal equity. Ensure compliance of recruitment process with internal/external policies and statutory requirements as well as reviewing and recommending suitable recruitment assessment tools for the benefits of sourcing quality candidates.
Prepare and deliver real time dashboards to monitor recruitment metrics e.g time to fill, costing, candidate’s quality, diversity & equity. Analysis also involved industry benchmark on hiring practises , labor market trends and workforce demographics.
Plan and execute the onboarding programme for new hire in providing the related information, documents and equipment (staff ID, laptop, etc) in assisting the new hire to acclimate with the University’s culture as well as connecting with the relevant departments to ease the work adaptation process.
Coordinate and facilitate the recruitment, placement, and monitoring of interns and Protégé-GEES participants by liaising with relevant departments to identify talent criteria, ensuring a continuous pipeline of candidates, and managing the issuance of appointment letters.
Managing and monitor teaching permit applications process for academic staff in compliance with Ministry of Higher Education (MOHE) requirements by liaising with regulatory bodies, ensuring timely renewal and validity, and ensure accurate records in adherence to legal and institutional policies.
