  • Engage in design processes to align with operational, technical, strategic, and financial objectives.
  • Direct design reviews and value engineering to guarantee that projects are functional, efficient, safe, cost-effective, and compliant.
  • Collaborate with consultants and project teams to swiftly address design challenges and maintain project momentum.
  • Confirm that design outputs meet safety, environmental, and regulatory guidelines, supporting effective risk management and preparedness.
Tender Documentation, Drawings and Bills of Quantities (BQs)
  • Review tender documents, drawings, and BQs for clarity and accuracy.
  • Ensure tender documentation includes regulatory compliances and safety to meet project goals.
  • Resolve gaps or inconsistencies to avoid delays and extra costs.
  • Give technical input during procurement evaluation stage.
Regulatory Liaison and Submission Processes
  • Submit required documentation to regulatory bodies.
  • Serve as primary contact for regulators to ensure prompt approvals.
  • Maintain project compliance with all regulations.
  • Build strong relationships with authorities to expedite permits and approvals.
Construction Oversight and Contractor Performance
  • Oversee construction to ensure design, quality, safety, and schedule compliance.
  • Assess contractor performance via site visits, meetings, and compliance checks.
  • Resolve on-site issues quickly to avoid delays.
  • Confirm contractors meet contract, quality, regulatory, and safety requirements.
  • Share progress reports and updates with senior management for decisions.
Budgets, Costs, and Resource Management
  • Monitor project budgets to meet approved financial plans.
  • Review contractor claims and changes to control costs and limit risks.
  • Apply corrective measures to stay within budget.
  • Allocate resources efficiently for timely, cost-effective results.
Education and Qualifications
  • A minimum of a Bachelor's degree in Civil Engineering, Project Management, or a closely related technical field is required.
  • Possession of professional certifications such as PMP (Project Management Professional) or an equivalent qualification is highly desirable.
  • Extensive knowledge of authority / regulatory requirements relevant to large-scale marine infrastructure projects is essential.
  • At least 12 years’ experience overseeing major infrastructure initiatives, with proven capabilities in detailed designs coordination, tender management, contractor oversight, and compliance with regulatory standards.
