Education & Experience
- Diploma / Degree in Facilities Management, Engineering, Building Services, Property Management, or related fields.
- Minimum 5-7 years experience in mall operations, facilities management, or building operations.
- Experience in managing contractors, technical operations, and tenant coordination.
- Must have BO license's endorsed by Suruhanjaya Tenaga (License fees for renewal 11KV x3 paid by HPM, yearly licenses BO is under license holder)
Certification (Advantages)
- Exposure to Suruhanjaya Tenaga compliance, fire safety systems, or BO / Chargeman coordination (JKKP)
- Safety-related certifications (e.g., OSHA, Fire Safety) are an added advantage.
Responsibilities
Mall Operational Management
- Oversee day‑to‑day operations to ensure smooth functioning of all mall activities.
- Ensure all Standard Operating Procedures (SOP), policies, and operational standards are adhered to.
- Coordinate and respond promptly to operational issues, complaints, and incidents.
Tenant Relations & Coordination
- Act as the primary liaison between tenants and mall management on all operational matters.
- Manage tenant requests and follow up on the resolution of issues.
- Oversee tenant fit‑out, renovation, handover and reinstatement in compliance with mall guidelines.
- Ensure tenants comply with safety, cleanliness and statutory requirements.
Facilities & Technical Management
- Supervise maintenance and upkeep of building facilities including:
- Electrical systems (11kV & LV), mechanical systems, HVAC / chiller / AHU / Gen‑set
- BO License must be registered to Harbour Place Mall
- Fire protection system
- Plumbing, sanitary, pumps
- Lift & escalator
- LPG Gas equipment (Class II)
- CCTV & security systems
- Ensure preventive and corrective maintenance is carried out according to schedule.
- Review technical reports, inspection findings, and ensure timely rectification by contractors.
Safety, Health & Compliance
- Ensure compliance with regulatory bodies including BOMBA, Suruhanjaya Tenaga, DOSH, MPK and other authorities.
- Conduct regular safety inspections and coordinate fire drills, emergency responses, and risk assessments.
- Maintain valid certificates, licenses, and regulatory documentation (Fire Certificate, ST inspection, lift & escalator certification).
- Investigate incidents / accidents and prepare root‑cause analysis reports.
- Implementing and enforcing safety protocols and emergency response plans.
Cleaning & Housekeeping Management
- Supervise cleaning contractors to maintain all common areas, toilets, corridors, loading bay, and back‑of‑house.
- Conduct routine inspections to ensure compliance with cleanliness standards.
Vendor & Contract Management
- Oversee outsourced service providers including security, cleaning, mechanical & electrical, landscaping, pest control and waste management.
- Review contracts, KPIs, scope of work and performance of all contractors.
- Recommend corrective actions for underperforming vendors.
- Schedule and supervise preventive and corrective maintenance activities.
Budgeting & Cost Control
- Prepare annual operating (OPEX) and capital expenditure (CAPEX) budgets.
- Monitor spending, cost efficiency, and procurement of essential supplies and tools.
- Review quotations, verify invoices and ensure compliance with financial procedures.
Upgrade Projects & Improvement Initiatives
- Plan and implement improvement and refurbishment projects including energy‑saving initiative, lighting upgrades, asset replacement and facility enhancement.
- Coordinate with contractors, consultants, engineers and authorities for project execution.
Staff Management
- Lead and supervise the operations team including technicians, maintenance personnel and fit‑out coordinators.
- Conduct performance evaluations, training, and competency development (including Chargeman A4 or BO requirement if any).
- Prepare staff schedules, monitor attendance and ensure adequate manpower coverage.
Reporting & Documentation
- Prepare operational reports including daily logs, weekly summaries and monthly operations report.
- Maintain complete and updated records of maintenance, safety checks, complaints and technical documentation.
- Inventory Management: Oversee inventory levels, manage product ordering, receive shipments and conduct regular inventory counts.
- Collaborate with the HQ team to align local execution with company‑wide strategies and goals.
