Job description

Overall, responsible / oversees the entire process of land development, from initial planning and permitting to project execution, ensuring compliance and successful project delivery in APAC, including developing frameworks and policies, reviewing land documents, and negotiating with landowners and local authority regulatory agencies.

This role will be based in either KL or Johor.

RESPONSIBILITIES
  1. Overseeing and managing the process of obtaining permits related to data center land use and development, ensuring compliance with regulations and coordinating with relevant agencies like Land authority, Transport authority, utilities authority, datacenter authority, etc.
  2. Managing the process of obtaining necessary permits and entitlements for various land use activities, ensuring compliance with relevant regulations in APAC countries especially Malaysia and Thailand.
  3. Develop a permitting strategy for all new land developments, including timelines and milestones, including identifying potential risks and delays in the permitting process.
  4. Ensures all permit applications are complete, accurate and submitted on time.
  5. Coordinates and work with local government agencies, local authorities, stakeholders, Land owners and internal teams to facilitate the permitting approval process.
  6. Provide weekly updates or reporting to Senior management on the status of permits approvals, with the ability of risk identifications and problem-solving resolutions plans.
  7. Risk Mitigation: Ensures projects comply with laws, Identifying and mitigating potential risks associated with land development projects, developing contingency plans to address unforeseen issues, reducing the risk of fines, delays, or shutdowns.
  8. Assist Resources Development VP with land acquisition process, preparing and implementing land acquisition framework and policies, site due diligence and authority regulatory coordination.
  9. Obtaining easements or rights of way to access land.
QUALIFICATIONS
  • Minimum bachelor's degree in a relevant field, such as civil engineering, architecture, or data centre campus master planning.
  • Extensive experience in land development for large-scale data center projects in APAC, especially Malaysia.
  • Strong project management skills are essential for overseeing the entire lifecycle of land development for Data centre projects.
  • Strong leadership skills with the ability to inspire and motivate teams.
  • Good interpersonal skills so as to be able to relate with people or personnel from different units of the company.
  • Excellent numerical, analytical, and problem-solving skills.
  • Ability to build relationship across many fronts.
  • Ability to work in a team as well as an individual with little or no supervision.
  • More than 10–15 years of relevant working experience in a Land Development and Permitting role for data centres projects in APAC.
  • Any other Relevant professional certifications may be beneficial.
