Job summary

A major airport authority in Malaysia is seeking a qualified professional to oversee procurement execution and manage contractual aspects of projects. The ideal candidate should have a degree in Quantity Surveying or related fields, coupled with a minimum of 5 years of relevant experience. Responsibilities include managing project timelines and scopes while ensuring compliance with company policies. POSITION GENERAL SUMMARY

To oversee the procurement execution and contractual management in projects (CAPEX & OPEX) delivery within agreed timeline, budget, specifications and quality with strict adherence to policies and SOPs.

ESSENTIAL POSITION FUNCTIONS

  • To assist SM on the overall administration, planning and control of the projects.
  • To manage execution of the project until completion within the approved project scopes, project timeline and approved quality without compromising the quality; and approved policies and SOPs (based on the approved APP).
  • To engage relevant stakeholders in securing confirmation and decision involving accuracy of Tender/RFP/Quotation technical and commercial documentation, legal or regulatory requirements, contract standards and budget.
  • To maintain deadlines and deliverables and communicate on an ongoing basis with stakeholders about any project and contractual issues.
  • Oversight on contract management process, contract negotiation and document management.
  • Unscheduled project execution by stakeholders causing disruption in PCD procurement process flow.
  • Non-comprehensive/Incomplete documentation submission by stakeholders taking longer time for project execution.
  • Multitasked PIC from stakeholders preventing from smooth project execution.
  • Non adoption of APP by PIC from stakeholders leading to disorganised project implementation.
Skills
  • Advanced capability in leading the full tender lifecycle, with a focus on strategic alignment, stakeholder governance, and value realization.
Education

  • Degree in Quantity Surveying / Building
