Job description

We are seeking an experienced and proactive HR Manager to manage all human resource functions within the organization. The HR Manager will be responsible for developing HR strategies, managing recruitment and employee relations, ensuring compliance with labour laws, and supporting Scroll in building a productive and positive workplace culture.

Key Responsibilities
  • Manage accurate attendance, leave, payroll coordination, and employee records
  • Ensure timely and accurate submission of data to HQ Finance for further processing
  • Ensure full compliance with employment laws, statutory contributions, tax regulations, stamp duty obligations and foreign worker requirements
  • Coordinate with tax agents on employee tax reporting including Form E, Form EA, and other related statutory tax compliance requirements
  • Liaise with insurance agents regardingữu insurance matters, including claims, coverage, and related compliance
  • Handle foreign worker work permit applications, renewals, cancellations and related compliance matters
  • Plan and manage recruitment, selection, and onboarding processes
  • Implement HR policies, procedures, and systems
  • Organize training and development programs for employees
  • Maintain accurate employee records and HR reports
  • Perform any other duties bk assigned by the superior from time to time
Requirements
  • Bachelor’s degree or Diploma in Human Resources or related field
  • Minimum 3–5 years of HR experience, including a senior role
