Overview
The HR Manager / Human Resources Business Partner (HRBP) is responsible for managing end-to-end human resource operations while acting as a strategic partner to leadership. The role ensures that people, structure, and capability are aligned with aircraft development programs, regulatory requirements, and organizational growth.
This position combines hands-on HR execution with strategic people advisory, supporting a highly technical and regulated organization.
Responsibilities
- HR Operations & Compliance: Employment contracts, onboarding, confirmation, and offboarding; Payroll coordination, leave administration, and employee records; HR policies, procedures, and employee handbook; Ensure compliance with Malaysian labour laws and statutory requirements; Handle employee relations matters, grievances, and disciplinary processes; Maintain accurate and confidential HR documentation
- HR Business Partnering & Advisory: Act as a trusted advisor to senior management on people-related matters; Support leadership in organizational structure and role clarity; Performance management and corrective actions; Promotions, role changes, and succession planning; Balance business urgency with compliance, risk, and employee impact; Develop and manage workforce plans aligned with aircraft development and certification phases; Engineering, CAMO, quality, manufacturing, and support functions; Support recruitment strategy for highly specialized technical roles; Contractors, consultants, and foreign experts; Advise management on manpower cost, headcount planning, and hiring priorities

- 4. Performance Management & Capability Development: Execute performance management frameworks (KPIs, appraisals); Update role grading, job architecture, and career pathways, particularly for technical staff; Support managers in addressing performance issues and developing team capability

Culture, Engagement & Change Management: Promote a professional, accountable, and safety-oriented work culture; Support people aspects of organizational change, including rapid scaling, team restructuring, and integration of external specialists; Act as a neutral and trusted point of contact for employees and management
- 6. External & Specialist Engagement: Support engagement and management of freelancers, contractors, and consultants; Foreign technical specialists; Ensure clarity of contractual terms, scope of work, and HR governance
Qualifications & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field
- At least 5-8 years of HR experience, including:
- Strong HR operations background
- HR Business Partner or strategic advisory exposure
- Experience in engineering, manufacturing, aviation, or regulated industries is highly preferred
- Strong knowledge of Malaysian employment laws
- Able to work independently and confidently with senior leadership
- Strategic mindset with hands-on execution ability
- Strong judgement, discretion, and professionalism
- Comfortable handling high-value specialist and technical employees
