Overview
To provide strategic and operational leadership for Qualitas’ Primary Care Services, encompassing GP clinics, Dental clinics and Ambulatory Care Centres, ensuring sustainable growth, high-quality clinical delivery and strong financial performance across a multi-site healthcare network. This role plays a critical part in strengthening integrated primary care services and supporting Qualitas’ broader healthcare partnerships with corporates, insurers and government stakeholders.
Scope of Responsibility
- Overall P&L accountability for GP, Dental and ACC services
- Development and execution of annual budgets and growth plans
- Optimisation of revenue mix, clinic utilisation and cost efficiency
- Identification of opportunities to expand corporate and insurer-driven utilisation
Operations & Service Delivery
- Oversight of multi-site clinic operations and service consistency
- Standardisation of workflows, service models and patient experience
- Optimisation of manpower planning and productivity across clinics
- Implementation of performance dashboards and benchmarking frameworks
Clinical Governance & Care Integration
- Strengthening of clinical standards and care pathways across services
- Engagement with medical and clinical leaders to drive quality outcomes
- Development and monitoring of referral pathways to specialist services within the Qualitas ecosystem
- Continuous improvement in care coordination and patient journey design
- Direct leadership of departmental heads supporting Primary Care (Operations, Marketing, Medical Services Department and related functions)
- Establishment of structured performance management and governance processes
- Development of clinic leadership capability and succession pipelines
- Fostering a culture of accountability, professionalism and service excellence
Strategic Contribution
- Participation in healthcare partnership initiatives with corporates, insurers and TPAs
- Support of new service models and pilot programmes aligned with healthcare reform initiatives
- Contribution to group-level strategy and innovation in primary care delivery

Requirement
- Minimum 10 years of senior leadership experience in healthcare services or multi-site operations
- Strong financial and operational management capabilities
- Experience leading large clinical or service delivery teams
- Ability to engage effectively with medical professionals and corporate stakeholders
- Medical qualification with management experience, or senior healthcare executive background
- Experience working with insurers, TPAs or corporate healthcare programmes
- Exposure to healthcare transformation or service expansion initiatives
