General Summary
The Facility Project Engineer is responsible for managing facility system upgrades, retrofits, and hook-up projects (OPEX/CAPEX), ensuring projects are completed on schedule, within budget, and with appropriate resources. He/she shall ensure the smooth operation of facilities in both plants (1A & 1B) with minimal unplanned downtime. Additionally, the role involves coordinating among stakeholders, supporting production and manufacturing needs, controlling operating expenses, and developing direct reports through hands-on training. The engineer is also responsible for internal and external audits and risk assessments.

Principle Duties & Responsibilities
Your responsibilities include, but are not limited to:

  • Lead or support plant facilities upgrading, retrofitting, and hook-up projects. Define and establish Scope of Work (SOW) related to facilities systems or works.
  • Enforce a 6S work culture among internal stakeholders and contractors to prevent safety, health, and environmental incidents.
  • Ensure all facilities systems and equipment are in optimal condition to minimize production interruptions.
  • Develop SOPs, work instructions, preventive maintenance checklists, and daily routines aligned with the master facility operation plan and compliance standards.
  • Maintain proper documentation for new facility equipment, including drawings, test reports, and operation manuals.
  • Coordinate facility team activities, guiding the team to meet organizational goals while maintaining high engagement.
  • Maintain effective communication and engagement with key stakeholders.
  • Proactively suggest improvements, tools, and techniques to enhance facility operations.
  • Work closely with stakeholders to ensure all upgrading and retrofit projects comply with VAT safety standards, guidelines, and local regulations.

Job Specification

You must possess the following minimum qualifications to be considered for this position. Preferred qualifications are additional and will be considered a plus in selecting top candidates.

  • Bachelor's Degree in Mechanical, Electrical Engineering, Construction Project Management, or related fields in facilities/building services systems and operations.
  • At least 2 years of relevant work experience.

Preferred Qualifications

  • Experience in operating and maintaining building services or facility mechanical systems, including clean room operations, electrical systems, or utilities such as CDA/OFA, RODI, IETS, PCW.
  • Experience with factory start-up (Greenfield) or expansion projects (Brownfield) is an advantage.
  • Excellent verbal and written communication skills across all organizational levels, including external agencies.
  • Basic computer skills, especially Microsoft Office.
  • Familiarity with safety, health, and environmental regulations such as JKKP, DOE, and ST laws.
