Job description

Primary Duties & Responsibilities

• Manage daily operations of all facilities, including utilities, buildings and equipment.
• Plan and coordinate preventive and corrective maintenance programs.
• Ensure all mechanical, electrical, plumbing (MEP), HVAC, and fire protection systems are functioning properly.
• Monitor building performance and implement improvements to enhance operational efficiency.
• Manage IFM partner/company responsible for:

1. Soft services (cleaning, landscaping, pest control)
2. Hard services (building maintenance, M&E support)
3. Review and ensure IFM performance meets KPIs, SLAs, and contract obligations.
4. Conduct monthly performance reviews and annual contract evaluation.
5. Coordinate escalation, corrective actions, and service improvement plans.
6. Ensure IFM practices meet safety, quality, and compliance requirements.

• Lead facilities projects including cleanroom expansion, tool hook-ups, and system upgrades.
• Plan budget, review tender documents, and supervise contractors.
• Support commissioning, FAT/SAT, and turnover to operations.
• Ensure all operations comply with DOSH, DOE, Bomba, and other local regulations.
• Perform HIRARC, chemical/gas safety assessments, and safety audits.
• Manage external vendors for utilities, equipment servicing, and major projects.
• Evaluate vendor performance and manage service contracts. · Ensure timely

Education & Experience

• Bachelor’s Degree in Electrical Engineering or equivalent.
• 10+ years experience in semiconductor or high-tech manufacturing.
• Prior experience managing IFM or large outsourced facility teams is preferred.
